Анотація
Розроблено інноваційний проект зі створення сучасної системи управління підготовкою спортсменів-олімпійців. Показано, що ця система за несприятливих умов, які склалися в сучасній Україні, не може передбачати фронтальний розвиток усіх видів спорту. Визначено етапи і принципи реформи спорту з дотриманням незалежності федерацій як громадських організацій від держави, за вектор якої обрано децентралізацію влади. Доведено, що саме такий підхід дозволяє залучити і сконцентрувати на розвиткові видів спорту, обраних на олімпійський цикл як пріоритетних, достатні ресурси. Наявність концентрації зусиль подолає існуючу прак¬тику розпорошення коштів, що на практиці не дозволяє якісно готувати майбутніх олімпійців. Однак, перспективу розвитку отримають усі олімпійські види спорту, адже національні федерації, обравши адміністративно-територіальну одиницю України з гарним заділом у розвитку виду спорту, можуть своєю участю довести його медальну перспективу й заохотити до його підтримки в наступний олімпійський цикл.
The purpose of the article is to develop an innovative project "Modern system of Olympic athletes training in Ukraine" in the context of involving local authorities and different specialists to increase the effectiveness of sports training. Scientific novelty. The innovative project "Modern system of Olympic athletes training in Ukraine" is theoretically grounded and developed, the realization of which is planned in three stages: methodological-preparatory (till December 2019); organizational- preparatory (January-August 2020); directly reformative (September 2020 - July 2024). The expected results of the project implementation are: - preparation and implementation of state policy on the development of high performance sports; - establishment of clear objectives for the development of Olympic sports for various structures at the central and regional levels; establishment of mutually beneficial cooperation in the development of sports between national federations and regions of Ukraine; - creation of modern and diverse conditions of development for sports selected for the Olympic Cycle as top-priority; establishment of a practice of defining and maintaining top-priority sports for the next Olympic cycle, devoid of subjectivity and corruption, when only the medal achievements at the Olympic Games that are completed, as well as the medal perspective, are taken into account. Conclusions and directions of further research: - the article presents the main content of the scientific development of the innovation project entitled "Modern system of Olympic athletes training in Ukraine"; - the refusal of the frontal development of all Olympic sports and, as a result, the definition for Olympic cycle the sports for top-priority development, is a step that, firstly, allows to concentrate resources on their rapid development and, secondly, in the case of progress, it provides prospects for the development of other sports in the next Olympic cycle; - definition of the stages of project implementation (methodological-preparatory, organizational-preparatory, directly reformative) allows systematically approach to its step-by-step implementation; - a reliable guarantee of the reform of high performance sport should be considered the involvement to its direct training of specialists as experts from 10 key aspects, the appointment of a Deputy Minister with exclusive competences in the sphere of physical culture and sports at the Ministry of Youth and Sport of Ukraine. Further research should be aimed at developing a theoretical and methodological approach to reforming mass sports in Ukraine, which in Europe is called "Sport for All".
