Анотація
У статті здійснено теоретико-методологічне обґрунтування ролі стратегічного управління дослідницькими проєктами як фундаментального детермінанта інституційної спроможності та конкурентоспроможності закладів вищої освіти у глобальному науковому просторі. На засадах системного підходу проаналізовано архітектоніку проєктної діяльності, де дослідницький проєкт постає як цілісна динамічна система з чіткою структурою «вхід – процес – вихід», що потребує високого рівня прогностичної адаптивності та інтеграції інтелектуальних, фінансових і матеріальних ресурсів. Окрему увагу приділено інституційному аналізу, у межах якого управління дослідженнями розглядається через призму «правил гри» — взаємодії формальних регламентів та неформальних академічних інститутів. Обґрунтовано, що критичним фактором ефективності менеджменту є мінімізація трансакційних витрат науковців та створення сприятливого інституційного середовища для капіталізації інтелектуальних активів. У роботі верифіковано прикладний інструментарій системноінституційної організації проєктної діяльності на прикладі досвіду провідних світових дослідницьких центрів. Доведено, що функціонування спеціалізованих офісів стратегічних досліджень та центрів трансферу технологій становить підґрунтя для оптимізації фінансово-інвестиційної політики ЗВО та прийняття стратегічних управлінських рішень. Зроблено висновок, що саме якість управління науковим пошуком безпосередньо детермінує міжнародні рейтингові позиції університету, його фінансову стабільність та здатність до продукування валідного, конкурентоспроможного інтелектуального продукту.
he article provides a theoretical and methodological substantiation of the role of strategic research project management as a fundamental determinant of the institutional capacity and competitiveness of higher education institutions within the global scientific space. Based on a systems approach, the architecture of project activities is analyzed, where a research project is viewed as a holistic dynamic system with a clear "input–process–output" structure, requiring a high level of predictive adaptability and the integration of intellectual, financial, and material resources. Particular attention is paid to institutional analysis, within which research management is examined through the lens of the "rules of the game" — the interaction between formal regulations and informal academic institutions. It is substantiated that a critical factor in management effectiveness is the minimization of researchers' transaction costs and the creation of an environment conducive to the capitalization of intellectual assets. The paper verifies the applied tools for the systemic-institutional organization of project activities, drawing on the experience of leading global research centers. It is proven that the functioning of specialized strategic research offices and technology transfer centers forms the basis for optimizing the financial and investment policies of higher education institutions and making strategic managerial decisions. The study concludes that the quality of research management directly determines a university's international ranking positions, financial stability, and ability to produce valid, competitive intellectual products.
