The article theoretically substantiates the cluster ap proach in education as a methodological basis for the development of the education system. The content of the concept of “educational cluster” is revealed depending on the level of clustering. Pedagogical innovations are substantiated as an essential characteristic of educatio nal clusters; the existing classifications are supplemented by the author’s typology of pedagogical innovations ba sed on the cluster approach in education.
