dc.description.abstractУ статті проаналізовано міжнародний досвід цифрової трансформації економік та державного управління на прикладі Естонії, Данії та Сінгапуру. Визначено ключові складові моделей цифрової трансформації кожної з країн, зокрема інституційні, технічні та правові елементи. Узагальнено переваги й виклики впровадження таких моделей. На основі порівняльного аналізу надано рекомендації щодо адаптації даного досвіду до українського контексту з урахуванням чинних та потенційних викликів – цифрового розриву, нестачі ІТ-інфраструктури та фрагментації управлінських процесів. Запропоновано кроки для зміцнення національної цифрової трансформації, зокрема законодавче закріплення принципу “digital by default”, подальше впровадження єдиного цифрового ID, розвиток інфраструктури обміну даними між відомствами та посилення кіберзахисту. Системне оцінювання рівня цифрової трансформації національних економік у контексті глобалізаційних перетворень потребує розробки підходу до розрахунку нового індексу, що може бути побудований на основі адаптованої методології DESI з урахуванням оцінки адаптивності інституцій до кризових умов та глобалізаційних перетворень.
dc.description.abstractThe relevance of this study is in the need to adapt successful international digital transformation models to the Ukrainian context, especially in the face of crisis-driven challenges and post-war recovery. Therefore, the aim of the article is to analyze international approaches to the digitalization of national economies and the public sector, compare them with Ukraine’s model, identify positive and negative case studies, and develop a methodological approach for quantitatively comparing these models and evaluating their overall impact. The study is based on a comparative analysis of institutional models, systems thinking, and the interpretation of statistical indicators. The article explores the experience of digital transformation in national economies and the public sector of Estonia, Denmark, and Singapore. The analysis highlights that these countries demonstrated diverse strategic models that combine technological innovation with institutional capacity-building. The main elements of Estonia's digital ecosystem are listed in the article. Denmark’s model is defined in the article as a balanced model that integrates digital transformation with inclusive social policy. Singapore, by contrast, is a defined as a centralized strategy, marked by high institutional coordination through GovTech and advanced platforms. Despite the progress in digital transformation of Ukraine driven by the launch of “Diia” platform and supporting systems like Trembita and BankID, the following challenges are noted in the article: fragmented IT infrastructure, unequal digital access, and insufficient local capacity hinder cohesive transformation. Based on the comparative analysis, the article proposes five key adaptation measures. Also, the article addresses the necessity to improve existing methodologies and indexes used for digital transformation comparison so that they take into account the impact of crises and transformational processes. The DESI index is used as the foundation for the development of a new index.
