Анотація
У статті досліджено стан та роль малого і середнього підприємництва як основи національної стійкості України в умовах воєнного стану. Проаналізовано динаміку кількості підприємств за 2015-2023 роки, виявлено скорочення сектору на 11,4% у 2022 році та ознаки адаптації у 2023 році. Проаналізовано ключові інструменти державної підтримки: програму «Доступні кредити 5-7-9%», гранти «Власна справа» та цифровізацію послуг через платформу «Дія». Окреслено системні бар’єри діяльності малого і середнього підприємництва: недосконалість податкової системи, дефіцит капіталу, руйнування активів та відтік людського ресурсу. Визначено пріоритети сталого розвитку, які включають страхування воєнних ризиків, технологічну модернізацію, розвиток професійних навичок ветеранів і переселенців, а також адаптацію ведення бізнесу до стандартів ЄС.
This article conducts a comprehensive study of the transformation and strategic development priorities of small and medium-sized entrepreneurship in Ukraine under martial law during the period 2022–2025. It substantiates the strategic importance of the small and medium-sized entrepreneurship sector as a foundation for national resilience and unity. The study identifies the pivotal role of micro, small, and medium-sized enterprises, alongside sole proprietors, which collectively constitute 99.98% of all business entities and generate over 64% of value added. Analyzing the quantitative dynamics of enterprises for 2015–2023, the research records an 11.4% contraction of the sector in 2022 due to full-scale armed aggression. It is established that small businesses demonstrate a higher rate of adaptation to challenges compared to medium-sized enterprises, having commenced recovery as early as 2023. Particular attention is paid to the development of state financial support instruments. The article examines the «Affordable Loans 5-7-9%» and the «Vlasna Sprava» (Own Business) grant program aimed at capitalizing micro-businesses and the social adaptation of the unemployed. The impact of digitalization via the «Diia» platform and the «Diia.Business» center network on reducing administrative barriers is investigated. The study analyzes the planned 2026 budget, where the share of expenditures for entrepreneurship support is only 1.09%, which is deemed insufficient to ensure large-scale technological modernization and enterprise relocation. The article formulates scientific and practical recommendations for minimizing the negative impact of military actions. It proposes expanding the powers of the Export Credit Agency to insure direct investments against war risks. Emphasis is placed on the importance of human capital development through the priority funding of retraining programs for veterans and internally displaced persons, as well as the implementation of innovative «green» and digital technologies. Strategic pathways for integrating Ukrainian small and medium-sized entrepreneurship into the European Union market are outlined through the adaptation of business standards and the development of «Solidarity Lanes» logistics, aimed at enhancing the competitiveness of Ukrainian products.
