dc.description.abstractВ статті здійснено аналіз поточного стану цифрової трансформації фінансів територіальних громад (ЦТФТГ) України на прикладі територіальних громад Полтавської області. Дослідження підкреслює, що ЦТФТГ – це багатогранний процес, що вимагає послідовної модернізації усієї системи управління, сталого фінансування, розвитку цифрової грамотності населення. Були описані основні проблеми та окреслені перспективи для підвищення ефективності управлінні місцевими фінансами. Також було визначено ключові інструменти ЦТФТГ та основні напрямки їх впровадження. Для досягнення мети було використано аналіз результатів регіональної програми інформатизації «Цифрова Полтавщина», даних щодо розподілу витрат місцевого бюджету на реалізацію програм та інформації з публічного онлайн-дашборду «Інтернет-субвенція» Міністерства цифрової трансформації.
dc.description.abstractThe aim of the article is to provide a comprehensive analysis of the current state of digital transformation in local government finance, using the Territorial Communities of Poltava region as a case study. Thus, there is a necessity to identify the main tools, highlight existing problems and outline prospects for improving the efficiency of local finance management. The relevance of the study is underscored by the dynamic evolution of information technology and the pressing need for transparent and effective public finance management. These challenges are further compounded by the full-scale invasion in Ukraine and the subsequent post-war reconstruction, which requires optimised use of resources and increased accountability. There is a significant gap in the extant literature concerning empirical research that comprehensively assesses the public perception and actual effectiveness of digital tools implemented at the local government level. The methodology encompasses an analysis of the outcomes of the regional informatisation programme 'Digital Poltava Region', data concerning the distribution of local budget expenditures for programme implementation and information from the public online dashboard 'Internet Subvention' of the Ministry of Digital Transformation. The study identified significant progress in the adoption of innovative digital technologies such as electronic document management and online financial management platforms. However, systemic barriers persist, notably insufficient funding for digital projects, disproportionate budget allocation, a paucity of comprehensive development strategies, and over-reliance on local funds. Empirical findings from the sociological survey further confirmed these challenges, additionally highlighting a scarcity of qualified specialists and legislative complexities as significant impediments to effective digital transformation. To address these identified challenges, the research puts forth concrete recommendations. These include strategies for diversifying funding sources beyond local budgets by actively engaging international grants and private investments, streamlining legislative frameworks to simplify digital service procurement and incentivize IT solutions, fostering human capital development through digital literacy and specialized training programs, and ensuring more balanced resource distribution across all vital community sectors.
