Анотація
У статті здійснено систематизацію концептуальних підходів до визначення поняття критичної інфраструктури (КІ) на основі зіставлення національних визначень у законодавстві країн ОЕСР і визначень у науковій літературі. Метою дослідження є виокремлення базових концептуальних підходів до визначення КІ, що відображають різні акценти у трактуванні цієї категорії в міжнародному і вітчизняному науковому просторі. Проаналізовано особливості становлення концепції КІ як наукової категорії наприкінці ХХ ст. та на початку ХХІ ст. у відповідь на зростаючу складність і взаємозалежність технологічних, економічних і соціальних систем. На основі систематизації виокремлено п'ять концептуальних підходів: ресурсний, функціональний, ризик-орієнтований, системний і секторальний. Запропоновано авторське визначення КІ, що інтегрує перелічені підходи й охоплює матеріальний, функціональний і ризиковий виміри. Важливим напрямом забезпечення стійкості економіки є гармонізація національної нормативної бази України з європейською рамкою та формування методологічного підґрунтя оцінювання стану і стійкості КІ в умовах сучасних безпекових викликів.
This article examines conceptual approaches to defining critical infrastructure (CI) through a comparative analysis of national legislative definitions and interpretations found in academic literature. The vulnerability of CI to hybrid threats and targeted attacks during armed conflicts underscores the need for conceptual clarity as a prerequisite for effective protection and resilience policy. The research aims to systematize the principal conceptual frameworks interpreting CI in international and domestic contexts and, on this basis, to develop a cohesive definition. The article traces the evolution of the CI concept as a response to the growing complexity and interdependence of technological, economic and social systems. The comparative analysis covers the national definitions of thirty-two OECD member states, as documented in the 2019 report on the governance of CI resilience, contrasted with definitions by Ukrainian and international scholars. Five principal conceptual approaches are identified: the resource-based approach, emphasizing physical and digital assets underpinning critical functions; the functional approach, centered on vital societal functions and services; the risk-oriented approach, delineating criticality by the severity of consequences of failures; the systemic approach, focusing on cascading effects of disruptions within interconnected systems; and the sectoral approach, organizing CI within a hierarchy of sectors, subsectors and elements. A comprehensive definition of CI is proposed, integrating these perspectives and covering physical, functional and risk-based dimensions. The findings offer a methodological foundation for harmonizing Ukraine's regulatory framework on CI with European framework and for advancing methodologies for assessing the state, resilience and damage to CI under armed aggression and post-war reconstruction, providing decision-makers with robust grounds for prioritizing investments and proactive protective measures. Future research will apply this systematization to sectoral subsystems of CI, primarily the energy sector, a key target of disruption amid the ongoing full-scale aggression of the Russian Federation against Ukraine.
