dc.description.abstractВиявлено, що невідповідність рівня заробітної плати чиновників їх обов’язкам не є безпосередньою причиною виникнення та поширення корупції. Показано, що у випадку низького рівня заробітної плати чиновників, зростання рівня корумпованості країни відбувається внаслідок зростання трансакційних витрат бюрократичних процедур клієнта. Останнє пояснюється тим, що внаслідок зменшення рівня заробітної плати чиновників відбувається: послаблення стримуючого ефекту штрафних санкцій передбачених за укладання чиновником корупційної угоди та зменшення зацікавленості чиновників в належному виконанні своїх службових обов’язків. Доведено, що регулювання заробітної плати чиновників є мало перспективним заходом боротьби з корупцією, через вторинний характер рівня заробітної плати чиновника як чинника поширення корупції та складність визначення її рівня необхідного для досягнення поставленої мети.
dc.description.abstractIt was found that the discrepancy between the level of salaries of officials and their duties is not a direct cause of the emergence and spread of corruption. Instead, the inadequate level of salaries of officials can only enhance the effect of the direct factor of the emergence of corruption - the ineffectiveness of current formal rules - accelerating the pace of its spread. As a result, by regulating the level of salaries of officials, the level of corruption can be reduced only to the level that is determined by current formal rules. It is shown that in the case of low salaries of officials, the increase in the level of corruption in the country occurs due to the increase in transaction costs of bureaucratic procedures of the client. The latter is explained by the fact that as a result of a decrease in the level of salaries of officials, the following occurs: a weakening of the deterrent effect of penalties provided for the conclusion of a corruption agreement by an official; creating favorable conditions for negative selection among those wishing to work as officials in state institutions and reducing the interest of officials in the proper performance of their official duties. In contrast, the main insecurity of the inflated level of salaries of officials is the threat of the spread of internal corruption in society, which occurs in two stages: the sale of small vacant positions for bribes and the sale of positions for bribes that allow obtaining corrupt income from internal corruption. It was also found that the inflated level of salaries of officials, in addition to directly affecting the level of internal corruption, can also indirectly contribute to the growth of external corruption. The latter can be observed through the creation of conditions for negative selection of officials and a corresponding decrease in the quality of services provided by state institutions. It is proven that the regulation of salaries of officials is a rather unpromising measure in the fight against corruption, due to the secondary nature of the level of the official's salary as a factor in the spread of corruption and the difficulty of determining its level necessary to achieve the set goal.
