Анотація
У дослідженні розглядаються проблеми формування та реалізації державної політики розвитку внутрішньої торгівлі в Україні. Метою статті є обґрунтування концепційних положень механізму функціонування внутрішньої торгівлі як чинника забезпечення ефективного соціально-економічного розвитку країни. За результатами теоретико-методичного узагальнення положень внутрішньої торгівлі та її державного регулювання встановлено, що концептуальний механізм функціонування внутрішньої торгівлі становить цілісну систему економічних, правових, організаційних, інституційних, інфраструктурних та соціальних інструментів і методів. Через них регулюються та координуються процеси товарообігу, формуються конкурентні умови, забезпечується задоволення споживчих потреб населення, стимулюється розвиток підприємницької активності та підвищується інвестиційна привабливість торговельного сектору, що в підсумку сприяє сталому розвитку національної економіки. Доведено, що формування та реалізація механізму здійснюється низкою суб’єктів, серед яких державні інституції, представники бізнес-сектора, інфраструктурних і громадських організацій, соціальні суб’єкти, однак ключовим ініціатором і координатором виступає держава з її профільними органами, відповідальними за регулювання внутрішньої торгівлі. Показано, що метою механізму є внесок у соціальний та економічний розвиток країни через ефективне функціонування внутрішнього ринку, стимулювання економічного зростання, підвищення інвестиційної привабливості торговельного сектору та розвиток підприємництва, формування конкурентного середовища з високим рівнем інноваційної активності, гарантування соціальних ефектів, посилення інтеграції України у світовий економічний простір, а також забезпечення адаптивності й стійкості торгівлі до кризових ситуацій, воєнних викликів та змін кон’юнктури ринку.
The study analyzes the issues related to the formation and implementation of state policy for the development of the country’s domestic trade. The purpose of the article is to substantiate the conceptual provisions of the mechanism for domestic trade functioning in ensuring the effective socio-economic development of Ukraine. Based on the results of the theoretical and methodological generalization of domestic trade principles and its state regulation, it has been established that the conceptual mechanism of domestic trade functioning in ensuring effective socio-economic development in Ukraine constitutes an integrated system of economic, legal, organizational, institutional, infrastructural, and social instruments and methods. Through these instruments and methods, trade processes are regulated and coordinated, competitive conditions are created, consumer needs are met, entrepreneurial activity and the investment attractiveness of the trade sector are enhanced, ultimately contributing to the sustainable development of the national economy. Its formation and implementation involve a range of actors, including state institutions, representatives of the business sector, infrastructure and public organizations, and social actors; however, the main initiator and coordinator of the mechanism is the state through its specialized bodies responsible for domestic trade regulation. Accordingly, the purpose of the mechanism is to contribute to the country’s social and economic development by ensuring the effective functioning of the domestic market, promoting economic growth, enhancing the investment attractiveness of the trade sector, supporting entrepreneurship, creating a competitive environment with a high level of innovative activity, guaranteeing social effects, strengthening Ukraine’s integration into the global economic space, and ensuring the adaptability and resilience of trade to crisis conditions, military challenges, and changes in market conditions. The achievement of this purpose is realized through influence on regulatory objects using the institutional-legal, institutional-organizational, financial-economic, infrastructure-logistical, innovative-digital, social-consumer, and control-analytical elements of the mechanism.
