Анотація
Сучасний етап розвитку суспільства характеризується активним упровадженням цифрових технологій у всі сфери життєдіяльності. Цифрова трансформація стає не лише технологічним процесом, а й важливим соціально-економічним явищем, яке змінює принципи функціонування держави, бізнесу та громадянського суспільства. У статті розглянуто особливості формування та реалізації цифрової політики регіону в контексті державного управління. Проаналізовано роль органів державної влади у впровадженні стратегічних напрямів цифрової трансформації, зокрема на прикладі Вінницької області, яка є одним із лідерів серед регіонів України за рівнем цифрової зрілості. Визначено ключові чинники успішності регіональної цифрової політики, зокрема ефективність інституційного управління, розвиток цифрової інфраструктури, залучення громадськості та міжсекторальну співпрацю. Запропоновано напрямки подальшого вдосконалення цифрової політики в умовах децентралізації.
The article examines the role of state authorities in shaping and implementing regional digital policy, using Vinnytsia region as an example of Ukraine’s ongoing digital transformation. The study aims to reveal how governance structures influence the creation of a sustainable digital environment and what institutional factors enhance public administration efficiency in the digital era. The topic’s relevance stems from the rapid global digitalisation that urges regional governments to adapt governance models and public services to standards of transparency and efficiency. The research applies systemic, comparative, and analytical methods, combining structural-functional and institutional analysis to explore the interaction between central and regional authorities. Empirical data include official documents, regional programs, and reports of the Ministry of Digital Transformation. SWOT analysis assessed the strengths, weaknesses, opportunities, and threats of digital policy at the regional level, while benchmarking with European experience helped identify success indicators. The findings show that Vinnytsia’s digital policy demonstrates a high degree of maturity through integrated e-governance mechanisms, data-driven management, and the development of e-services for citizens and businesses. The establishment of a Department for Digital Transformation within the Regional Military Administration ensures coordination among the state, local governments, and the private sector, promoting policy coherence and competitiveness. However, challenges persist: limited internet access in rural areas, insufficient digital skills among public servants, reliance on external funding, and weak inter-agency data exchange. Addressing these requires a unified digital governance framework and continuous training programs for officials. The study’s practical value lies in supporting regional development strategies and administrative reforms. Its findings can guide policymakers in designing digitalisation programs, assessing digital maturity, and improving governance quality. Emphasizing human capital, cybersecurity, and public-private cooperation, the article offers insights for achieving digital sustainability and resilience at the regional level.
