Анотація
Космічна галузь має стратегічне значення та за темпами розвитку перевершує більшість промислових галузей і має значне економічне та інноваційне значення для держави. Водночас актуалізуються нові завдання та виклики у сфері національної безпеки та оборони, що призводить до необхідності вироблення нових стратегій. Розвиток космічної галузі варто розглядати як міжнародний фактор технологічної безпеки держави. Поєднання цих цілей вимагає ефективної політики, що буде окреслювати національні інноваційні пріоритети та інституціоналізацію їх розвитку. Тому метою дослідження є аналіз основних складових розвитку космічної галузі в рамках безпекового аспекту. Проведений аналіз показав, що в Україні проблеми космічної галузі розглядаються переважно в контексті секторального інноваційного розвитку. При цьому у меншій мірі розглядаються питання, пов’язані з особливостями управління трансфером технологій та його міжнародним аспектом на всіх етапах життєвого циклу космічної техніки. Безпековий аспект розвитку галузі передбачає ефективність та узгодженість технологічного, виробничого, інституціонального та кадрового забезпечення проектів, які необхідно розглядати як в рамках національної інноваційної системи, так і з точки зору міжнародного інноваційно-технологічного співробітництва. Огляд стратегічних орієнтирів розвитку космічної сфери України показав орієнтацію на національні програми розвитку та появу все більшого числа ініціатив підтримки розвитку різних галузей, що входять до технологічного пакету космічної галузі, зі слабкою координацією між ними. За результатами дослідження розроблено напрямки розвитку космічної галузі, що враховують можливість реалізації стратегії міжнародного співробітництва та міжгалузевих проектів. Запропоновано розглядати ряд стратегій країни в секторі космічних технологій залежно від існуючого технологічного потенціалу, можливостей і цілей розвитку.
The space industry is of strategic importance and is faster than most industrial sectors in terms of development and has significant economic and innovative significance for the state. At the same time, new tasks and challenges in the field of national security and defense are being updated, which leads to the need to develop the new strategies. The development of space industry should be regarded as an international factor in technological security of state. This requires an effective policy that will outline national innovation priorities and institutionalize their development. Therefore, the aim of the study is to analyze the main components of the development of the space industry in the framework of security aspect. The analysis has shown that in Ukraine the problems of the space industry are considered mainly in the context of the sectoral innovation development. At the same time, issues related to the features of managing the technology transfer and its international aspect at all stages of the life cycle of space technology are considered to a lesser extent. The safety development aspect of the industry provides for the effectiveness and consistency of technological, production, institutional and staffing of projects that need to be considered both within the framework of the national innovation system and from the point of view of international innovation and technological cooperation. A review of the strategic guidelines for the development of the space sector of Ukraine has shown orientation towards national development programs and the emergence of an increasing number of initiatives to support the development of different areas that are part of the technology package of the space industry, with weak coordination between them. According to the results of the study, the directions of the space sector development have been proposed, which take into account the possibility of implementing a strategy of international cooperation and intersectoral projects. It is proposed to consider a number of national strategies in space technology sector, depending on the existing technological potential, development opportunities and goals.
