Анотація
Сучасний світ відповідає викликам відкритості та доступності. Одним із шляхів реалізації даної концепції є розвиток туризму людей з особливими потребами – паратуризму. Існують вимоги щодо доступності окремих об’єктів для даної категорії туристів, але не представлені комплексні методики оцінки паратуристичного потенціалу країни, регіону чи навіть локальної території чи окремого об’єкту. У роботі відображена необхідність такої оцінки ресурсів для потреб пара туризму і спроба її розробки з використанням пофакторного аналізу. На прикладі Північно-Східного рекреаційно-туристичного району проведена її апробація і виявлена необхідність введення вагових коефіцієнтів на параметри, що визначають доступність таких ресурсів. Результатом є комплексний погляд на потенційні можливості Північно-Східного рекреаційно-туристичного району для розвитку паратуризму з ви-діленням відносно сприятливих сторін (доступність середовища) та найменш сприятливих (транспортна мережа та пляжі). Жодна категорія не визначена як найбільш сприятлива для розвитку пара туризму.
The aim of the study is to develop parameters for the assessment of paratourist resources and their testing on the example of the North-East recreational and tourist area. For this purpose, the methods of assessment and points were used (ballroom assessment through the development of a relatively simple and quantitative system of indicators for assessing the area with paratourist potential), analysis (definition of qualitative and quantitative characteristics of indicators and estimation results, influence on the organization of paratourism), modeling (based on the system approach to spatial organization of paratourist resources, the territorial model of perspectives of development of paratourism is defined). This research presents the assessment of tourist and recreational facilities of the North-East area that can be used for paratourism needs. At the heart of the methodology for appraisal objects were certain rules set out in the general requirements for accessibility of facilities for people with special needs. The methodology has its own assessment scale, which corresponds to the presence or absence of the indicators described in the work. Objects of different categories were evaluated, indicators of accessibility of each of them are given in the research. The greatest attention was paid to such types of resources as natural ones, namely balneological, landscape, relief, hydrography and forest resources; infrastructure, such as catering, accommodation and transport, as well as a comprehensive assessment of the availability of the environment (equipped sidewalks, pedestrian crossings, lighting, etc.). Although this assessment is subjective, however, it gives an opportunity to see a general picture of the possibilities of the region for the development of paratourism. The result is a comprehensive view of the potential opportunities of the North-East area for the development of paratourism. The research presents recommendations for the assessment of tourist and recreational facilities for tourists with special needs. In the conclusions, the specified categories of objects, which were based on the assessment of the most and the least accessible. The cities of the North-East area were identified that has the greatest potential for tourism development for disabled people. The authors also suggest possible factors that hinder the development of tourism for people
