Анотація
Сучасні умови функціонування туристичної сфери обумовлюють необхідність удосконалення організаційно-економічних інструментів розвитку регіонального туризму. Метою статті є дослідження організаційно-економічних інструментів стимулювання розвитку регіонального туризму та обґрунтування диференційованого підходу до їх застосування, залежно від рівня безпекової ситуації в регіонах. У процесі дослідження використано методи системного та статистичного аналізу, порівняння, узагальнення, графічної інтерпретації даних, групування та логічного узагальнення. За результатами дослідження встановлено тенденції трансформації регіональної структури туристичної діяльності, визначено вплив безпекових чинників на розвиток туристичної сфери та здійснено групування регіонів України за рівнем безпекової ситуації з визначенням пріоритетних організаційно-економічних інструментів для кожної групи.
The current conditions of the functioning of Ukraine’s tourism sector require the improvement of organizational and economic instruments for regional tourism development, taking into account security, economic, and social challenges. The purpose of this article is to examine the organizational and economic instruments for stimulating regional tourism development and to substantiate a differentiated approach to their application depending on the level of security across the regions of Ukraine. The research is based on the methods of systems analysis, comparative analysis, generalization, statistical analysis, graphical interpretation of data, grouping, and logical reasoning. The findings reveal the main trends in the transformation of the regional structure of tourism activity, identify the impact of security factors on tourism development, and propose an original classification of the regions of Ukraine according to the level of security, with priority organizational and economic instruments identified for each group. The paper proposes an original classification of the regions of Ukraine according to the level of security, distinguishing four groups of territories with different conditions for the functioning of the tourism sector. For each group, priority organizational and economic instruments are identified, aimed at improving regional tourism governance, developing tourism clusters, digitalizing tourism services, supporting entrepreneurship, attracting investment, expanding public-private partnerships, and implementing measures for the post-war restoration of tourism infrastructure. It is demonstrated that a differentiated approach to selecting organizational and economic instruments according to the level of security risks will contribute to more efficient resource allocation, enhance the competitiveness of regional tourism systems, strengthen the financial capacity of territorial communities, and ensure the sustainable development of tourism in Ukraine. The practical significance of the study lies in the possibility of applying the proposed approach in the development of national and regional tourism policies, the selection of effective mechanisms for supporting the tourism industry, the allocation of financial resources, and the formulation of strategies for the post-war recovery of tourist destinations.
