Анотація
В статті досліджуються канали впливу боргової політики на бюджетне фінансування соціальних статей. Встановлено, що державний борг детермінує трансформацію соціальної сфери через поєднання стабілізаційного та обмежувального механізмів. Стабілізаційний механізм проявляється в підтриманні соціальних зобов’язань у періоди шоків. Обмежувальний механізм реалізується через структурування фіскального простору під впливом зростання боргу, підвищення зовнішньої та валютної компоненти зобов’язань і закріплення бюджетного ресурсу за оборонними видатками. 2014–2016 рр. характеризувалися піковою «ціною» боргу для бюджету та посиленням валютного ризику, тоді як у 2022–2024 рр. сформувалася інша модель бюджетної композиції з домінуванням оборонних видатків і зростанням залежності від зовнішнього боргу. Трансформація соціальної сфери відбувається переважно не через номінальне згортання, а через зміну пріоритетності, фактичної результативності та темпів відтворення соціальних стандартів.
In contemporary public finance research, public debt is increasingly conceptualised not merely as an instrument of intertemporal resource allocation and macroeconomic stabilisation, but as an institutional driver that reshapes the architecture of the welfare state. Debt-related constraints reconfigure the distribution of fiscal space among social commitments, defence-and-security needs, and debt-service obligations. The article is aimed to determine the role of public debt as a channel of influence on budget social priorities and social expenditures. The emphasis is made on budget debt risks and their importance for maintaining social standards and reproducing human capital. The findings demonstrate that public debt determines the transformation of the social sector through a combination of stabilising and constraining mechanisms. The stabilising mechanism operates by sustaining the continuity of social commitments during shocks, as borrowing compensates for revenue-base shortfalls under conditions where a substantial share of social spending is effectively non-discretionary. The constraining mechanism materialises through the reconfiguration of fiscal space driven by rising debt-to-GDP ratios, an expanding external and foreign-currency component of liabilities, and the growing pre-emption of budget resources by debt requirements alongside the defence priority. The aggregated evidence indicates that the 2014–2016 regime was marked by the peak “fiscal price” of debt and an intensified exchange-rate risk channel. By contrast, the 2022–2024 period exhibits a qualitatively different budgetary configuration, characterised by the dominance of defence spending and a strengthened dependence on external debt, while the shares of education and other “investment-type” social functions contracted markedly within the expenditure structure. Accordingly, the transformation of the social sector occurs primarily not through direct nominal retrenchment, but through shifts in prioritisation, realised effectiveness, and the pace at which social standards are reproduced.
