Анотація
У дослідженні проаналізовано ефективність системи професійної орієнтації та кар’єрного консультування здобувачів професійної (професійнотехнічної) та фахової передвищої освіти як інструменту державної кадрової політики. Застосовано комплексний підхід до оцінки соціально-економічної та педагогічної ефективності профорієнтаційної діяльності. Визначено ключові показники професійного самовизначення та доведено їх вплив на якість підготовки і адаптацію молоді до ринку праці. Обґрунтовано, що інтеграція профорієнтаційних заходів у систему освіти сприяє оптимізації трудових ресурсів, зміцненню зв’язків між освітою, роботодавцями та державою, а також формуванню конкурентоспроможного кадрового потенціалу.
The problem of the study is caused by the need to improve career guidance in the system of vocational and professional higher education in Ukraine. The transformation of the labor market, the shortage of personnel and the growing mobility of labor resources actualize the need to create an effective system of career guidance. Its effectiveness should be assessed by clear socio-economic and pedagogical indicators that contribute to the quality training of young people and the rational use of labor potential. Vocational guidance is gaining strategic importance as a tool of state personnel policy that maintains a balance in the labor market and strengthens the competitiveness of the economy. Purpose. The purpose of the article is to analyze the socio-economic and pedagogical effectiveness of the system of vocational guidance and career counseling for students of vocational (vocational-technical) and professional higher education as components of the State personnel policy, with an emphasis on the development of criteria and indicators of the formation of professional self-determination of students, as well as on assessing their impact on improving the quality of vocational training and adaptation of young people to the requirements of the labor market. Methods. Analysis of scientific literature, regulations and strategic documents, statistical data, results of surveys of students of vocational (vocational-technical) and professional higher education, teachers and employers, as well as an assessment of the effectiveness of career guidance activities to generalize approaches and draw conclusions about their socio-economic and pedagogical effectiveness. Results. The key criteria and indicators of socio-economic and pedagogical effectiveness of the system of vocational guidance and career counseling for students of vocational (vocational-technical) and professional higher education are identified and substantiated, and it is proved that the effective implementation of these mechanisms within the framework of the state personnel policy contributes to the formation of competitive human resources, improvement of the quality of professional training and adaptation of young people to the labor market. Originality. The scientific novelty of the study is to clarify approaches to assessing the socio-economic and pedagogical effectiveness of the system of vocational guidance and career counseling for students of vocational and professional higher education. For the first time, a set of criteria and indicators of the effectiveness of career guidance activities is substantiated, taking into account the transformation of the labor market and the priorities of the state personnel policy. The effectiveness of career guidance activities is analyzed based on the results of a survey of students, teachers and employers, and the directions for improving career guidance in educational institutions are outlined. Conclusion. The article outlines the key resources and approaches to improving the career guidance system in view of the current socio-economic challenges in Ukraine. The effectiveness of such changes depends on the systematic, practical orientation and compliance of career guidance with the real needs of students and the peculiarities of regional development.
