The article presents a comprehensive historical and pedagogical analysis of the genesis of the idea of the Ukrainian university within the intellectual landscape of the late nineteenth and early twentieth centuries as a component of national revival and state-building processes. It reveals the socio-political, cultural-educational, and scholarly preconditions for the formation of the concept of a national higher education institution under conditions of statelessness and imperial restrictions. The Ukrainian university is interpreted not merely as an educational institution, but as a strategic center for the development of science, language, culture, law, and political thought, a core institution for shaping the national intelligentsia and consolidating society. The positions of leading representatives of the Ukrainian intelligentsia concerning different strategies for implementing the idea of a national higher school are analyzed - from gradual reform of existing universities and the establishment of Ukrainian studies departments to the founding of an independent state or private Ukrainian university. The article highlights the role of scholarly societies, civic organizations, parliamentary representation, private initiatives, and publicistic discourse in consolidating public support for university-building efforts. It is demonstrated that the struggle for a Ukrainian university became a factor in the unification of the intellectual space, bringing together figures from both Galicia and the Dnipro region around a shared strategic goal. Special attention is devoted to the period of Ukrainian governments in 1917–1920, when the idea of the Ukrainian university acquired practical implementation through educational legislation and the establishment of national higher education institutions. The significance of Ukrainian studies as a methodological foundation for the new higher school—aimed at combining academic rigor, national identity, and European educational standards - is substantiated. The article argues that the idea of the Ukrainian university became an integral element of the state-building strategy and a key factor in the formation of the modern Ukrainian nation. It concludes that the historical experience of university-building remains highly relevant for the contemporary transformation of higher education in Ukraine in the context of European integration, globalization challenges, and war. The enduring heuristic potential of the principles of national identity, academic autonomy, linguistic self-sufficiency, social accessibility, and the formative mission of the university is emphasized for the development of a competitive, spiritually self-sufficient, and institutionally resilient system of higher education in twenty-first-century Ukraine.
