dc.description.abstractМетою даної статті є визначення чинників порушення суспільної комунікації та формування демонстративних формальних правил. Визначено, що наявність системи комунікації між групою занепокоєння та політичними силами, що реалізують необхідні інституційні зміни, дозволяє групі занепокоєння оцінювати ефективність запропонованих змін до формальних правил та робити висновки щодо їх спроможності досягти поставленої мети. Показано, що причиною руйнування зазначеного каналу комунікації є неспроможність пересічних членів суспільства належним чином оцінити рівень ефективності запропонованих змін. Виявлено, що високий рівень трансакційних витрат оцінки обумовлено наступними причинами: відсутність належного рівня підготовки з відповідних питань у більшості членів суспільства та відсутність рівномірного та неупередженого висвітлення ЗМІ думок експертів. Доведено, що запобігання руйнуванню даного каналу комунікації є можливим тільки за умови підвищення рівня загальної освіченості суспільства.
dc.description.abstractThe purpose of this article is to identify the factors that disrupt public communication and form demonstrative formal rules. It is determined that the presence of a reliable communication system between a concern group that requires reform of certain formal rules and political forces that implement the relevant institutional changes allows members of the concern group to adequately and timely assess the effectiveness of changes to the current formal rules proposed by political forces and draw conclusions about their ability to achieve the set goal. Failure of this communication channel may contribute to the spread of ineffective demonstration formal rules. It is shown that the main reason for the destruction of the communication channel between political forces that carry out the reform of formal rules and representatives of the concern group is the inability of ordinary members of society to properly assess the level of effectiveness of changes to the current formal rules proposed by political forces. The latter is due to the high level of transaction costs of measurement faced by representatives of interested groups. It was found that the high level of transaction costs of assessing the effectiveness of changes to formal rules, which ordinary representatives of the concern group face, is due to the following reasons: the lack of an adequate level of training on relevant issues among most members of society and the lack of uniform and impartial media coverage of the opinions of experts who adhere to different points of view in their assessments of the effectiveness of the proposed changes. It is proven that preventing the destruction of public communication and preventing the formation of demonstrative formal rules is possible only if the following condition is met: increasing the level of general education of society, which should reduce the level of transaction costs of measuring the effectiveness of reformed formal rules for ordinary members of the concern group. At the same time, the use of state intervention in the work of the media to reduce the level of costs of measurement is not only ineffective, but also unacceptable for a democratic society.
