dc.description.abstractУ статті проаналізовано процес підготовки університетського статуту 1863 р., що супроводжувався широким громадським обговоренням, дискусіями в періодиці, активізацією роботи уряду в цьому напрямі, який став початком пошуку компромісів в університетській політиці між професорсько-викладацьким складом і урядом Російської імперії. Узагальнено значний обсяг історико-педагогічних матеріалів, які відображають університетську політику уряду в 1857–1863 рр., підготовку основного законодавчого акту університетської реформи 1863 р. З’ясовано погляди правлячих кіл та представників університетів на функціонування інституту попечительської влади, компетенції та ролі попечителів навчальних округів у здійсненні університетської політики. Проаналізовано внесок університетів у розробку статуту 1863 р.uk_UA
dc.description.abstractIn the article the process of preparation of the University charter in 1863 is presented which was accompanied by extensive public debates, discussions in the press, activization of work of the government in this direction. The author proves that all these became the beginning of searching of compromises in University policy between the faculty and the government of Russia. A great number of historical and pedagogical materials, which show government’s policy towards Universities in 1857–1863, the peculiarities of preparation of the main legislative act of the University reform in 1863, are summarized. The views of the government and the representatives of the Universities on the functioning of trustee power institute, competence and roles of trustees of educational districts in the implementation of University policy, contribution of the Universities to the development of legislative support of the University reform in 1863 are also described in this work. It’s revealed that the prepared text of the University statute has not incorporated the most innovative ideas of its many authors and editors, but work on it was the epitome of a policy of transparency, because for the first time in the history of the Russian Empire the adoption of University legislation was followed by wide public discussion. We found out that the discussion that unfolded in the press, the work of numerous committees of the government stimulated the work on the development of the statute, particularly noticeable at the end of 1861–1862. In fact, the process of preparation of the charter of the Imperial universities in 1863 was the beginning of the search for a compromise and a reflection of the complex interaction between the teaching staff of the universities, officials and the public. The peculiarities of management оf the Ukrainian universities are analyzed, basic forms, means of stimulation, reasons and essence of higher school reforming are determined. The dependence of university management upon social, economic and political changes in the society was shown. The contribution of universities to the development of the charter in 1863 was analyzed in the article. Further research needs the problem of implementation of the organizational principles of the Charter of 1863 in management practices of native universities.uk_UA
