Анотація
У статті узагальнено досвід європейської держави – Німеччини у сфері надання комплексних, ефективних та якісних реабілітаційних послуг дітям та особам з інвалідністю та з’ясовано можливості його використання в Україні. Обґрунтовано необхідність підвищення уваги суспільства до даної категорії населення, зокрема зазначено, що варто на законодавчому рівні сформувати та забезпечити функціонування координаційного органу у сфері надання комплексних реабілітаційних послуг, який би зосередився на: нормативному регулюванні сфери реабілітації; створенні мультидисциплінарних груп, які спільно із користувачем здійснюватимуть оцінку потреб у реабілітаційних послугах та якості наданих послуг; а також контролював питання з організації підготовки, перепідготовки та підвищення кваліфікації фахівців у сфері реабілітації.
The article summarizes the experience of the European state - Germany in the field of providing complex, effective and high-quality rehabilitation services to children and persons with disabilities, and the possibilities of its use in Ukraine are clarified. The need to increase society's attention to this category of the population is substantiated, in particular, it is stated that it is necessary to form and ensure the functioning of a coordinating body in the field of providing comprehensive rehabilitation services at the legislative level, which would focus on: normative regulation of the field of rehabilitation; the creation of multidisciplinary groups that, together with the user, will assess the needs for rehabilitation services and the quality of the services provided; and also supervised issues related to the organization of training, retraining, and advanced training of specialists in the field of rehabilitation. It was determined that in Germany the formation of a unified centralized system of providing rehabilitation services to children and persons with disabilities is related to social reform. It was found that in Germany children and persons with disabilities are two different categories of citizens that have their own approaches to the rehabilitation model of providing comprehensive services. It is emphasized that the analysis of the German experience allows us to talk about a number of useful results for reforming the system of providing comprehensive rehabilitation services in Ukraine. This includes, first of all, the planning and provision of rehabilitation services, which occurs directly from the moment a child or person with a disability seeks medical help. Individuals are provided with full information using, if necessary, an accessible form of its reporting on the steps of rehabilitation. In Germany also is proposed a special model of supporting a family in which a child or person with a disability is raised and this will allow creating a positive image of social security agencies, institutions that provide comprehensive services and establish their interaction with the general public.
