Анотація
У статті автор робить аналітичний огляд кадрової політики в системі спеціальної та інклюзивної освіти. Він аналізує підходи до організації навчального процесу у закладах вищої освіти з метою підвищення його ефективності; зазначаю причини, через які існуюча система освіти для дітей з особливими потребами не задовольняю потреби суспільства; указує напрями, що потребують першочергового вирішення; окреслює концептуальні основи підготовки корекційних педагогів до роботи у спеціальних закладах. Автор робить спробу визначити можливості підвищення якості підготовки фахівців за рахунок модифікації підготовки кадрів у закладах вищої освіти при підготовці студентів відповідного напряму.
In the article the author makes an analytical review of the personnel policy in the system of special and inclusive education. He analyzes the approaches to the organization of educational process in higher education institutions in order to increase its efficiency. The author outlines the reasons why the existing system of education for children with special needs does not meet the needs of society. It indicates the directions that require a first-rate solution. The author outlines conceptual foundations for training correctional teachers to work in special institutions. The article states that today modernization of the system of correctional and rehabilitation care for children with special educational needs, as well as special education systems and development of an inclusive form of education. Modernization involves bringing them into line with new challenges of society. This should be based on introduction of new norms and quality indicators for such assistance. Considering development of an inclusive form of education, an important component is training of specialists for work in pre-school education institutions. The article highlights some aspects of training of preschool teachers to work with children with special educational needs in modern conditions. The components of readiness of future educators for work in conditions of inclusion are singled out. The article also substantiates the urgency of the problem of training specialists for corrective work in special and inclusive schools, where children with special educational needs study. The author makes an attempt to determine the possibilities of improving the quality of training specialists. This should be due to the modification of training in higher education institutions in the training of students in the direction of Correctional Education. He addresses the problem of educational technology in higher education institutions. The author analyzes the possibilities and significance of the combination of traditional and advanced technologies in the training of the identified experts. It identifies modifications to the professional training of specialists, which will improve the quality of organization and implementation of correctional and rehabilitation assistance.
