The theoretical foundations of the development of international innovation cooperation in the conditions of a circular economy, which involves the development and support of international scientific and technical relations in the form of scientific and technical cooperation (agreements, programs or orders for scientific and technical products), have been studied and summarized. It is proposed to highlight circular business models (circular supplies, recovery of resources, platforms for joint use and exchange, extending the life cycle of products, creating a product as a service) and factors that contribute to the transition of the circular economy (stimulating and inhibiting); forms of international innovative cooperation in the conditions of the circular economy. it is stated that the key sources of support and financing of innovative projects are the business entities themselves, crowdfunding, banking structures, fund and investors, venture and private equity capital. It was determined that one of the priority vectors for the development of international cooperation is international innovation cooperation, which in the conditions of a circular economy provides for the development and support of international scientific and technical ties in the form of scientific and technical cooperation (agreements, programs or orders for scientific and technical products. It is noted that the current state of Ukraine is a consequence of the imperfection of strategic management and state policy, which created obstacles for the development of its innovative culture, as well as in the use of financial and other mechanisms of innovative activity of domestic business entities of the economy should apply measures that will promote the intensification of international innovative activity by creating favorable conditions for the effective functioning of business entities that conduct innovative cooperation on the international, regional, and national markets; expand cross-industry ties and resources between the circular economy and business entities; increasing the level of capabilities, which is implemented at the expense of resource provision, which corresponds to the state of the modern competitive environment.
