dc.description.abstractУ статті проаналізовано особливості формування професійної компетентності майбутніх фахівців у галузі публічного адміністрування на основі використання конструктивного досвіду США. З’ясовано ключові компетентності майбутніх фахівців у галузі публічного адміністрування в США: універсальними (здатність очолювати й управляти; брати участь у політичному процесі та сприяти йому; аналізувати, синтезувати, критично мислити, розв’язувати проблеми й ухвалювати рішення; формулювати та застосовувати перспективи державної служби; спілкуватися й продуктивно взаємодіяти з різними групами населення; спеціальними (фундаментальними); професійними (практичними – предметними). Окреме значення для майбутнього публічного службовця мають корпоративні компетентності. З’ясовано програмні результати навчання майбутніх фахівців у галузі публічного адміністрування. Визначено дисципліни, які формують відповідні професійні компетентності. Проаналізовано професійні стандарти. Наголошено, що університети США орієнтують студентів на обрання тієї чи іншої спеціальності або спеціалізації залежно від того, за яким видом публічного адміністрування та в якому саме сегменті публічної сфери вони хотіли би працювати в майбутньому. Важливе значення для формування професійної компетентності має практична підготовка та стажування.uk_UA
dc.description.abstractThe article analyzes the features of the formation of professional competence of future specialists in the field of public administration based on the use of constructive experience of the United States. The key competences of future specialists in the field of public administration in the United States are clarified: universal (ability to lead and manage; participate in and facilitate the political process; analyze, synthesize, think critically, solve problems and make decisions; formulate and apply the prospects of state services; communicate and interact productively with different groups of the population; special (fundamental); professional (practical – subject). Corporate competences are of special importance for the future public servant. The formation of professional competence of future specialists in public administration is provided by such basic disciplines as: “Public Policy”, “Quantitative Analysis”, “Financial Management”, “Economics”, “Policy Implementation”, “Evaluation and Analysis of Public Policy”, “Organizational Management”. Students also have the opportunity to develop their own list of subjects, which is facilitated by the opportunity to take courses at various faculties of the university, including engineering, health care, medicine, history, computer science and so on. The program results stipulate that graduates should be able to: analyze administrative problems and decisions, applying knowledge of organizational management and leadership, organizational structure and culture, human resources systems, and the political and legal context of modern civil service organizations; to form and evaluate state policy, public programs using the acquired analytical knowledge and methodological skills, in particular statistics, economics, politics; to incorporate a number of constitutional and ethical values into policy, administrative analysis and action, namely respect and tolerance for people, prospects for policy development; apply mastered skills, expertise and values to real politics, solve organizational problems through cooperation. It is emphasized that U.S. universities orient students to choose a particular specialty or specialization depending on what type of public administration and in which segment of the public sphere they want and would work in the future. Practical training and internships are important for the formation of professional competence. Prospects for further scientific research are associated with the study of the peculiarities of the formation of a behavior culture of future professionals in the field of public administration.uk_UA
