dc.description.abstractУ статті досліджено процес формування та еволюції політики умовності Європейського Союзу щодо держав Західних Балкан упродовж 1990-х – 2020-х рр. Метою статті є аналіз основних етапів розвитку політики умовності ЄС, визначення механізмів її реалізації та оцінка впливу на євроінтеграційні процеси в регіоні Західних Балкан. Методологія дослідження ґрунтується на принципах історизму, науковості, системності та об’єктивності. У роботі використано історико-генетичний, проблемно-хронологічний, порівняльний та системний методи, а також метод аналізу нормативно-правових актів і документів Європейського Союзу. Наукова новизна статті полягає у комплексному дослідженні трансформації політики умовності ЄС щодо Західних Балкан від інструменту післяконфліктної стабілізації до одного з ключових механізмів забезпечення регіональної безпеки та геополітичного впливу ЄС в умовах сучасних міжнародних викликів. Висновки. Встановлено, що формування політики умовності ЄС бере початок із Копенгагенських критеріїв 1993 р., а її практичне застосування щодо Західних Балкан набуло системного характеру після створення Процесу стабілізації та асоціації у 1999 р. З’ясовано, що поряд із традиційними критеріями членства до держав регіону висувалися додаткові вимоги, пов’язані з післяконфліктним врегулюванням, співпрацею з міжнародними судовими інституціями, розвитком регіонального співробітництва та нормалізацією міждержавних відносин. Проаналізовано вплив Салонікського саміту 2003 р., запровадження принципу «насамперед фундаментальні реформи», оновленої методології переговорного процесу 2020 р. та сучасних геополітичних чинників на еволюцію політики розширення. Визначено, що після початку повномасштабної російсько-української війни політика умовності дедалі більше поєднується із завданнями забезпечення безпеки, зміцнення стратегічної автономії ЄС та протидії зовнішньому впливу. Зроблено висновок, що політика умовності залишається одним із найефективніших інструментів демократичної трансформації держав-кандидатів та важливим чинником формування нового безпекового порядку в Європі.
dc.description.abstractThe article examines the formation and evolution of the European Union’s conditionality policy towards the Western Balkans from the 1990s to the 2020s. The purpose of the study is to analyse the main stages in the development of EU conditionality, identify its implementation mechanisms, and assess its impact on European integration processes in the Western Balkans. The research methodology is based on the principles of historicism, scientific objectivity, systematicity, and comprehensiveness. The study employs historical-genetic, problem-chronological, comparative, and systemic methods, as well as the analysis of EU legal acts and policy documents. The scientific novelty of the article lies in the comprehensive examination of the transformation of EU conditionality from an instrument of post-conflict stabilization into one of the key mechanisms for ensuring regional security and strengthening the European Union’s geopolitical influence under contemporary international challenges. Conclusions. The study demonstrates that the origins of EU conditionality can be traced to the Copenhagen criteria of 1993, while its systematic application to the Western Balkans began with the launch of the Stabilisation and Association Process in 1999. It is established that, alongside the traditional accession criteria, the countries of the region were required to fulfil additional conditions related to post-conflict reconciliation, cooperation with international judicial institutions, regional cooperation, and the normalization of bilateral relations. The article analyses the impact of the 2003 Thessaloniki Summit, the introduction of the “fundamentals first” principle, the revised enlargement methodology of 2020, and contemporary geopolitical developments on the evolution of EU enlargement policy. It is argued that since the outbreak of Russia’s full-scale invasion of Ukraine, conditionality has increasingly become linked to security objectives, the strengthening of the EU’s strategic autonomy, and the containment of external influence. The article concludes that conditionality remains one of the most effective instruments for the democratic transformation of candidate countries and an important factor in shaping a new European security order.
