dc.description.abstractУ статті досліджено вплив інвестиційної активності у сфері біотехнологій на розвиток циркулярної біоекономіки. Обґрунтовано методологію інтегральної оцінки та прогнозування індексу розвитку циркулярної біоекономіки на основі поєднання кореляційно-регресійного аналізу та сценарного підходу. Визначено ключові змінні, що формують динаміку індексу, зокрема обсяги фінансування наукових досліджень і розробок за КВЕД 72.11. Визначено необхідність урахування інфляційного чинника як дестабілізуючої змінної, що знижує реальну вартість інвестицій та стримує інноваційний поступ. Побудовані прогнози за оптимістичним, реалістичним і песимістичним сценаріями свідчать про високу залежність траєкторії розвитку біоекономіки від масштабів та стабільності фінансової підтримки. Отримані результати мають практичне значення для формування інвестиційної та інноваційної політики, орієнтованої на забезпечення сталого розвитку України.
dc.description.abstractThe article examines the impact of investment activity in the biotechnology sector on the development of the circular bioeconomy in Ukraine, emphasizing both theoretical aspects and applied forecasting tools. The purpose of the study is to substantiate methodological approaches to assessing and predicting the dynamics of the circular bioeconomy development index based on investment flows in biotechnology research and development. A comprehensive methodology combining correlation-regression modeling, trend extrapolation, and scenario analysis is applied in order to quantify the relationship between research funding and the trajectory of the circular bioeconomy index. The analysis identifies key explanatory variables, with particular attention to expenditures on biotechnology R&D classified under NACE 72.11, and highlights the necessity of deflating nominal values to neutralize the inflation factor, which otherwise reduces the real value of investments, weakens purchasing power, and limits research capacity. The results demonstrate a significant divergence between the nominal growth of biotechnology R&D expenditures and the overall decline in the share of R&D in GDP, indicating selective prioritization of the biotechnology sector rather than systemic innovation-driven development. Forecasts under optimistic, realistic, and pessimistic scenarios show that the index of circular bioeconomy development is highly sensitive to the stability and volume of research funding. In the optimistic case, substantial growth of investment ensures accelerated progress toward nearly doubling the index value by 2030, while under the pessimistic trajectory, the index remains stagnant, reflecting insufficient financial support. The study contributes to the academic debate on measuring the efficiency of innovation-driven investment, while also offering practical implications for policy-makers. It provides a methodological framework for the strategic planning of investment policies in biotechnology, integrating scenario forecasting, inflation adjustment, and long-term economic security considerations. The proposed approach enables the assessment of the probability of achieving sustainable development targets and the design of institutional measures that ensure the resilience of the national innovation system, strengthen resource efficiency, and facilitate the formation of closed-loop production models in line with European bioeconomy strategies.
