Анотація
У статті досліджено сучасний стан тарифоутворення у громадському транспорті України та визначено ключові проблеми чинної калькуляційної моделі, що базується на повній собівартості та нормативній рентабельності. Показано, що така модель не враховує реальний пасажиропотік, оскільки у більшості міст відсутні сучасні системи електронного обліку, що призводить до спотворення даних та зниження довіри пасажирів. Встановлено, що чинна практика створює хронічну збитковість комунальних транспортних підприємств і посилює їх залежність від бюджетних дотацій. У роботі обґрунтовано необхідність переходу до гнучкіших і прозоріших моделей тарифоутворення, які поєднують економічну обґрунтованість та соціальну доступність. Запропоновано нову формулу тарифу, що включає витрати, плановий прибуток, дотації з місцевих бюджетів та інші доходи (реклама, оренда, сервіси). Показано, що впровадження електронного квитка та автоматизованих систем обліку пасажирів дозволить забезпечити точність розрахунків, диференційовані тарифи за часом чи відстанню, а також справедливий розподіл витрат. Практична значимість статті полягає у розробленні науково обґрунтованої концепції тарифної політики, здатної забезпечити фінансову стабільність перевізників, соціальний захист вразливих груп населення та підвищення прозорості транспортної системи.
The article explores the current state of fare setting in Ukraine’s public transport sector and highlights the limitations of the existing cost-based model, which relies on full cost recovery and normative profitability. The purpose of the study is to demonstrate the necessity of transitioning to more flexible and transparent approaches that balance economic efficiency with social affordability. The relevance of the research stems from the persistent mismatch between actual operating costs and established fares, resulting in chronic unprofitability of municipal transport companies and their heavy dependence on subsidies. The methodology applied in the study involves systemic analysis of tariff formation mechanisms, evaluation of their economic implications, and conceptual modeling of a revised formula. The proposed methodology integrates several key components: operating costs, planned profit margins, local budget subsidies, and alternative revenue streams such as advertising, rental of transport infrastructure, and auxiliary services. The inclusion of these elements ensures that tariffs reflect not only cost accounting but also broader financial realities of transport enterprises. In addition, the paper emphasizes the role of digital technologies – primarily electronic ticketing and automated passenger accounting systems – as tools for eliminating distortions in data collection and ensuring fair and transparent fare policies. The results indicate that the adoption of the proposed tariff formula can significantly reduce financial instability by balancing the burden between passengers, local governments, and transport operators. Digital monitoring of passenger flows enables the introduction of distance-based or time-differentiated fares, which improves both social fairness and economic efficiency. Moreover, the integration of adaptive tariff systems enhances flexibility in pricing policies and increases public confidence in fare calculations. The findings also underline the importance of supplementing passenger revenues with additional funding sources. By developing advertising opportunities, leasing spaces, or implementing ecological taxes and targeted subsidies, municipal operators can reduce their dependence on unstable passenger flows. The implementation of an integrated electronic ticket system across multiple modes of public transport is highlighted as a key step toward improving passenger convenience and promoting modal shift from private cars to public transport. The practical significance of the study lies in the creation of a scientifically grounded framework for tariff policy, one that ensures the financial sustainability of municipal enterprises, protects vulnerable social groups through targeted subsidies, and promotes transparency and efficiency in transport operations. This framework serves as a roadmap for modernizing Ukraine’s fare-setting system and aligning it with European practices, while maintaining a balance between economic rationality and social justice.
