Анотація
У статті досліджено змістове наповнення дидактичної категорії «система управління освітніми ресурсами вищої школи» в контексті сучасних тенденцій модернізації системи освіти України. Проаналізовано структурно-змістову й функціональну підсистеми управління освітніми ресурсами вищої школи
України. З’ясовано особливості керуючої та керованої підсистем управління освітніми ресурсами вищих навчальних закладів України. Розкрито специфіку всеукраїнського, регіонального, місцевого рівнів організації управління освітніми ресурсами вищих навчальних закладів. Запропоновано координацію управлінських зусиль громадського й державного секторів під час управління освітніми ресурсами системи вищої освіти України.
In the article the substantive content of the didactic category of «educational resources of the management of the system of higher education» in the context of current trends in the modernization of Ukrainian education system. Structural and substantive subsystem is associated with a form of public-private management of educational resources of higher education institutions with manage and control sub-systems, all-Ukrainian (macro), regional (meso), the local (micro) levels. It reveals the specificity the management of educational resources of higher educational institutions, defines its subject, objects, processes or phenomena that determines the particular implementation. The content of the concept of public-private management of educational resources to higher educational institutions has to purchase forward-motivated and not regimented nature, that is to become a theoretical and methodological basis for the development of socially-oriented strategic management tool development in higher education. Educational resources management system of higher education must be open, transparent, democratic and decentralized function of the social and public administration. For this purpose it is proposed politically, theoretically and methodologically, legally justify the establishment of an Independent Agency for educational resources of high school. The control subsystem of the management of educational resources of higher education in Ukraine is to promote greater supplies of all stakeholders in the management process, and to bring together the interests, demands, actions of their members in the management of educational resources of universities in Ukraine to coherent organizational structure to achieve sustainable socio-economic impact. Managed subsystem of the public-private management of educational resources of higher education in Ukraine is focused on the management of the six centers of the All-Ukrainian level and their regional offices – Centre for Education and Professional Standards, Center for Forecasting balance of educational services and the labor market, Center of formation and the regional allocation of social and state order for training (re-training) of personnel, Center of licensing of higher educational institutions, international center. The implementation of the social and state system of management of educational resources of higher education in Ukraine can only provide a functional subsystem, which is the theoretical basis stakeholders approach to targets, content, organization and functioning of the process of social and public administration and evaluation of its effectiveness.
