Анотація
У статті науково обґрунтовано та систематизовано пріоритетні напрями забезпечення продовольчої безпеки України, що набула критичної багатовимірності внаслідок повномасштабної військової агресії. Наголошується, що руйнування агропродовольчого ланцюга, окупація земель та ускладнення експорту загострили проблему доступності продовольства та вимагають переходу від кризового реагування до проактивної стратегії розвитку агропромислового сектора. Проведений аналіз ринкових тенденцій виявив значний обсяг внутрішнього виробництва, стійкість продовольчої системи до шоків недостатня, про що свідчать негативні індекси фізичного обсягу продажу критично важливих продовольчих товарів. Визначено, що успішна реалізація цих багатовекторних пріоритетів є фундаментальною передумовою для забезпечення довгострокової продовольчої безпеки, стійкого відновлення та інтеграції України до європейського економічного простору.
In the article, the priority areas for ensuring food security in Ukraine are scientifically substantiated and systematized. Ukrainian food security has acquired a critical multidimensionality as a result of full-scale military aggression, which caused a systemic degradation of the agri-food chain and exacerbated the problem of food accessibility. The purpose of the study was the scientific substantiation and systematization of these priorities, based on the principles of sustainable development. To achieve this goal, methods of theoretical analysis and synthesis were used to generalize the concepts of FS and sustainable development, a systematic approach and methods of systematization for the hierarchical structuring of priority areas, and statistical analysis of market trends based on retail turnover data, which made it possible to assess the resilience of the food system. The analysis established that, despite the significant volume of domestic production. Particular attention is paid to regulatory control, which is becoming critically important in the face of growing global demand for biofuel and limited land resources. The necessity of creating a clear legal mechanism to prevent the "food vs. fuel" conflict is noted by establishing the priority of producing essential food crops and defining quotas for land use for energy needs, especially in the context of wartime and recovery. Effective regulation must also guarantee responsible land use, including standards for preserving soil fertility, combine state supervision with economic incentives, and be harmonized with EU regulations and Directives (in particular, the RED II Directive). The key priorities for transforming the agri-food system are substantiated, covering the social (accessibility, quality, safety), economic (resilience, modernization, diversification), environmental (rational resource use, soil protection technologies), and institutional (regulation, harmonization with EU legislation) dimensions. The successful harmonization of these multi-vector priorities is a fundamental prerequisite for ensuring long-term food security, sustainable post-conflict recovery, and the integration of Ukraine into the European economic area.
