Анотація
У статті обґрунтовано підходи до дослідження міграції як чинника розвитку, що дозволяє розробляти методичні рекомендації з оцінювання її впливу на соціально-економічну резильєнтність. Міграцію як чинник розвитку можна розглядати за підходами втрат, стабільності, відновлення, балансування і прогресивізації. Кожному підходу відповідають концепти – ризикогенний, стійкості, резильєнтності, сталості, проактивності. Виділення підходів дало змогу визначити специфіку концепту соціально-економічної резильєнтності. Міграційні детермінанти резильєнтності можуть бути стимулятором чи дестимулятором розвитку. У залежності від цього визначено базові й ситуативні умови. Соціально-економічна резильєнтність має тісний взаємозв’язок зі стійкістю: чим більший позитивний досвід реакцій на виклики, тим стійкішими є суспільство, економіка і держава. Виходячи з концептуального розуміння міграції як чинника розвитку, виокремлено базові методичні підходи до оцінювання її впливу на соціально-економічну резильєнтність – «безпекових причин міграції», «характеру міграційних процесів» та «наслідків міграції».
The approaches to the study of migration as a development factor, which allows for the development of methodical recommendations to assessing its impact on socio-economic resilience, in the article is substantiates. Migration as a factor of development can be considered according to basic approaches – from the standpoint of losses, stability, recovery, balancing and progression. Each approach corresponds to a concept – risky, resistance, resilience, sustainability, proactiveness. The selection of approaches made it possible to determine the specificity of the concept of resilience and to substantiate the meaning of socio-economic resilience as the ability to restore society and economy in synergy, which is accompanied by the preservation of a certain social (gender-age composition, social stratification by income, property, education, profession, access to social services etc.) and economic (market conditions, production, employment, spatial development) structure. Migration determinants of socio-economic resilience can be a stimulator or a destimulator of development. Based on this, basic and situational conditions are defined. To ensure the positive impact of migration on resilience, the following conditions are necessary: migration security (safe, legal and regulated migration); cyclic migration process oriented on re-emigration and selective immigration; resistance of society, economy, state (availability and mobilization of resources, pattern of development, experience of resistance and resilience). Socio-economic resilience is closely related to resistance: the greater the positive experience of responses to challenges, the more resistance society, economy and state are. Based on the conceptual foundations of understanding migration as a development factor, the basic methodical approaches to assessing its impact on socio-economic resilience are distinguished – the «security reasons for migration» approach, the «nature of migration processes» approach, and the «consequences of migration» approach. The separation of approaches made it possible to determine the perspective of scientific research based on the approach of «security reasons for migration» using the method of marginal values.
