dc.description.abstractСтратегічне планування розвитку територій фактично визначає напрями і параметри довгострокового розвитку територій, їхньої економіки, екології, культури, соціальної сфери тощо і його помилки можуть не тільки означати теоретичні прорахунки, крах цієї функції управління, а й уповільнення регіонального розвитку, відставання від конкурентів у тих сферах, де потенційно міг бути досягнутий успіх тощо. Актуальність теми дослідження обґрунтовується необхідністю удосконалення методичного інструментарію процесів стратегічного управління територіальним розвитком, від якості якого залежить досягнення довготермінових цілей розвитку територій, його успішність. Метою статті є визначення та систематизація принципів стратегічного планування розвитку територій. Об’єктом дослідження є принципи стратегічного планування розвитку територій. Предметом дослідження є процеси стратегічного планування розвитку територій. Методи дослідження: порівняльний та логічний аналіз, узагальнення, систематизація. У статті проаналізовано принципи стратегічного планування розвитку територій, які виокремлюють українські вчені, та запропоновано поділяти їх на дві групи («Загальні» і «Специфічні»). До загальних запропоновано відносити принципи, які застосовують до будь-якого виду і рівня стратегічного планування (комплексності, прозорості, ефективності тощо). До специфічних віднесено принципи, які забезпечують реалізацію ініціатив з місцевого економічного розвитку та урахування його особливостей (місцевого лідерства, партнерства, залучення громади тощо). Це дозволяє поглибити розуміння сутності різних за змістом принципів та вдосконалювати процес стратегічного планування, відповідно до кожного з управлінських рівнів. У подальшому результати даного дослідження можуть бути покладені в основу розроблення/удосконалення механізму управління територіальним розвитком.
dc.description.abstractStrategic planning of territorial development actually determines the directions and parameters of long-term development of territories, their economy, environment, culture, social sphere, etc., and its mistakes can not only mean theoretical miscalculations, the collapse of this management function, but also slowing down regional development, lagging behind competitors in areas where success could potentially be achieved, etc. The relevance of the research topic is substantiated by the need to improve the methodological tools of the processes of strategic management of territorial development, the quality of which determines the achievement of long-term goals of territorial development and its success. The purpose of the article is to define and systematize the principles of strategic planning of territorial development. The object of research is the principles of strategic planning of territorial development. The subject of the study is the processes of strategic planning of territorial development. Research methods: comparative and logical analysis, generalization, systematization. The article analyzes the principles of strategic planning of territorial development, which are distinguished by Ukrainian scientists, and proposes to divide them into two groups ("General" and "Specific"). The general principles are those that apply to any type and level of strategic planning (comprehensiveness, transparency, efficiency, etc.). The specific principles include those that ensure the implementation of local economic development initiatives and take into account its specifics (local leadership, partnership, community involvement, etc.). This allows us to deepen our understanding of the essence of principles of different content and improve the strategic planning process, according to each of the management levels. In the future, the results of this study can be used as a basis for the development/improvement of the territorial development management mechanism.
