Анотація
Розглянуто актуальність формування правової культури магістрів публічного управління з позицій наук про освіту. Застосовано комплекс загальнонаукових та спеціальних методів дослідження, включаючи теоретичний аналіз наукової літератури з педагогіки, правознавства та державного управління. Систематизовано та узагальнено існуючі підходи до формування правової культури, а також моделювання педагогічних стратегій та технологій. Встановлено, що формування правової культури майбутніх фахівців є багатоаспектною педагогічною проблемою, що потребує інтегрованого підходу до організації освітнього процесу. Обґрунтовано необхідність поєднання теоретичної підготовки з практичною діяльністю, використання активних та інтерактивних методів навчання, а також впровадження міждисциплінарних підходів для формування цілісного розуміння правових принципів та їхнього значення для ефективного державного управління.
The article examines the relevance of forming the legal culture of masters of public administration from the perspective of educational science. A complex of general scientific and special research methods is applied, including theoretical analysis of scientific literature on pedagogy, law, and public administration, systematization and generalization of existing approaches to the formation of legal culture, as well as modeling of pedagogical strategies, including active and interactive methods and technologies. It is established that the formation of legal culture of future specialists is a multifaceted pedagogical problem that requires an integrated approach to the organization of the educational process. The necessity of combining theoretical training with practical activities, the use of active and interactive teaching methods, as well as the implementation of interdisciplinary approaches for the formation of a holistic understanding of legal principles and their significance for effective public administration, is substantiated. The research results are of significant importance for the development of the theory and practice of professional education in the field of public administration. The proposed pedagogical strategies and conditions can be used to improve curricula, develop methodological recommendations, and enhance the effectiveness of the process of forming the legal culture of future managers, which will contribute to strengthening the rule of law and improving the quality of public administration as a whole. The relevance of the topic is determined by the need to improve the training of public administrators in Ukraine, taking into account international experience, particularly the experience of the USA, where the traditions of legal education and public administration have deep historical roots. A comparative analysis allows identifying the strengths and weaknesses of the educational systems of both countries and proposing recommendations for the formation of legal culture and improving the quality of training of masters of public administration in Ukraine. The issue of legal training for future specialists in the field of public administration attracts the attention of many scientists and is reflected in a significant number of scientific works. The theoretical foundations of legal culture have been considered in the works of such authoritative authors as N. Baklanova, A. Hetman, O. Danylyan, O. Dzioban, O. Skakun, O. Radkevych, and others, who have formed the basis for understanding its essence and significance. Separate aspects of the development of legal culture in the system of higher education for civil servants have been studied by Yu. Bityak, O. Yevtushenko, I. Yavholyuk, and other scientists, emphasizing its role in the professional training of specialists. However, comprehensive comparative studies that would fully cover this topic in Ukraine currently remain insufficiently developed. This scientific gap underscores the relevance and importance of the proposed work, aimed at filling the indicated research niche. The aim of the article is to substantiate the theoretical and methodological foundations and reveal the pedagogical conditions for the effective formation of the legal culture of masters of public administration as an important problem in the science of education. The formation of the legal culture of masters of public administration is a complex pedagogical problem that requires a systematic and purposeful approach from the science of education. The effective resolution of this problem presupposes the substantiation of theoretical and methodological foundations, the identification and provision of the necessary pedagogical conditions, as well as the development and implementation of relevant methodological recommendations.
