Анотація
Формування альянсів між закладами вищої освіти виступає одним із перспективних механізмів досягнення таких можливостей, сприяючи інтегративному вирішенню питань у галузі державної політики з підтримки та розвитку вищої освіти. У статті стратегічний альянс університетів розглядається як ефективна форма об’єднання, що максимально відповідає критеріям стратегічних цілей , описано їх класифікація. Доведено, що створення альянсу відбувається шляхом визнання того факту, що кожен із партнерів – учасників альянсу має свій унікальний ресурс, який він застосовує як свій внесок в альянс. Здійснено аналіз закордонного досвіду, а саме конкретного стратегічного альянсу вищих навчальних закладів у Німеччині – The Berlin University Alliance.
In the current world development trends, successful solution of many socio‐ economic problems is possible only if the higher education system is functioning effectively, in which higher educational institutions realize the mission of providing society not only with high‐quality educational services, as well as with research and business services. In this regard, higher educational institutions are actively seeking opportunities for this mission. The formation of alliances between higher education institutions is one of the promising mechanisms for achieving such opportunities, promoting comprehensive solution of issues in the sphere of state policy of support and development of higher education. The article considers the strategic alliance of universities as an effective form of association, which meets the criteria of strategic goals as much as possible. The main kinds, kinds and motives of forming alliances of universities are defined, their classification is described. Positive sides of strategic alliances were noted. It is proved that the creation of the alliance is due to the recognition that each of the partners of the alliance has its own unique resource, which it uses as its contribution to the alliance. Based on established research, theoretical approaches to understanding the essence of alliances were structured; the criteria for classification of alliances were defined; the possibilities of alliances and factors, which serve as prerequisites for their formation, were investigated. The present research may be a useful guideline for forming alliances between higher education institutions and generating new ideas for its development. The research outcomes can be used not only by the leaders of higher education institutions, but also by the experts and specialists involved in forming and implementing state policy in the field of higher education development. The analysis of foreign experience, namely the specific strategic alliance of higher educational institutions of Germany – the Berlin University Alliance, has been carried out.
