Анотація
Стаття присвячена дослідженню ключових аспектів стратегічного управління та фінансово-кредитного забезпечення аграрних підприємств в умовах сучасних викликів, зокрема війни та економічної нестабільності. Проаналізовано сучасний стан аграрного сектору України, виявляють основні проблеми та пропонують шляхи їх вирішення. Особлива увага приділяється аналізу досвіду Європейського Союзу та можливостям його імплементації в Україні. У статті представлено комплексний підхід до розвитку фінансово-кредитного забезпечення АПК, що включає розвиток доступного кредитування, залучення інвестицій, розвиток фінансової інфраструктури, страхування аграрних ризиків та цифровізацію фінан- сових послуг. Розглянуто різні джерела фінансування, включаючи державні програми, банківське кредитування, міжнародну допомогу, приватні інвестиції та кредитні спілки тощо. Визначено необхідність комплексного підходу до вирішення проблем аграрного сектору, що включає співпрацю між державою, бізнесом та міжнародними партнерами.
The article considers the critically important problem of strategic management and financial and credit support for Ukrainian agricultural enterprises in conditions of unprecedented challenges. In particular, the consequences of geopolitical instability, climate change and economic uncertainty are analyzed, which have been especially exacerbated in war conditions. The article comprehensively examines the problems of strategic management and financial and credit support for Ukrainian agricultural enterprises in conditions of war and economic instability. Using literature analysis, systematic and comparative analysis, as well as statistical methods, the authors identify key challenges and offer practical recommendations. Special attention is paid to the analysis of the EU experience and the possibilities of its adaptation in Ukraine for the development of an effective system of financing of the agro-industrial complex. The study focuses on a comprehensive analysis of the current state of the agricultural sector, identifying key problems, such as limited access to credit resources, high risks and market instability. Special attention is paid to the impact of the war, which causes significant losses and requires immediate measures to restore the industry. The article offers practical recommendations for improving the strategic management and financial support of agricultural enterprises. Various sources of financing are considered, including state programs, bank lending, international assistance, private investments and credit unions, with an analysis of their development trends. Special emphasis is placed on the analysis of the experience of the European Union, in particular the Common Agricultural Policy (CAP), and the possibilities of its implementation in Ukraine. Such aspects as the development of affordable lending, investment attraction, development of financial infrastructure, insurance of agricultural risks and digitalization of financial services are considered. It provides valuable information for politicians, agricultural enterprises and researchers interested in ensuring food security in Ukraine.
