dc.description.abstractСтаття присвячена дослідженню заходів державного фінансового регулювання, направлених на мінімізацію загроз економічній безпеці України в умовах воєнного стану. Виділено ключові ризики і загрози економічній безпеці України в умовах широкомасштабної військової агресії, які сконцентровані у фінансовій сфері. Систематизовано основні принципи грошово-кредитної політики та особливості державного регулювання діяльності з надання фінансових послуг на період воєнного стану. Проаналізовано динаміку дефіциту державного бюджету та обсяги залучення фінансових ресурсів на внутрішньому ринку через облігації внутрішньої державної позики. Обґрунтовано необхідність пошуку нових механізмів стабільного фінансування державного бюджету України із зовнішніх джерел як пріоритетного напряму мінімізації загроз економічній безпеці держави в умовах воєнного стану.uk_UA
dc.description.abstractThe article is devoted to the study of state financial regulation measures aimed at minimizing threats to the economic security of Ukraine in the conditions of martial law. The key risks and threats to the economic security of Ukraine in the conditions of large-scale military aggression, which are concentrated in the financial sphere, are highlighted. It has been proven that countering threats in the financial sphere with the use of active state financial regulation in order to provide the necessary financial resources for the needs of the economy and defense makes it possible to prevent the emergence of threats in other components of the state economic security. Most of these threats are sudden and almost impossible to completely neutralize. Therefore, it is necessary to minimize the negative impact of threats in order to prevent their destructive impact on the macroeconomic and financial stability of the national economy. In this context, the problem of forming an effective mechanism of state financial regulation as a tool for minimizing threats to Ukraine's economic security in wartime is being updated. The main tasks of financial regulation in the conditions of martial law as part of ensuring economic security at the macro level are defined. The basic principles of monetary policy and features of state regulation of financial services for the period of martial law are systematized. The dynamics of the deficit of the state budget of Ukraine and the volume of attracting financial resources on the domestic market through domestic state loan bonds are analyzed. It was established that the threat of the state budget imbalance is becoming more and more dangerous and requires the search for external sources of financing due to a shortage of internal ones. The directions of additional financial support for Ukraine in the context of minimizing threats to the economic security of the state have been determined. The need to find new mechanisms for stable financing of the state budget of Ukraine from external sources as a priority direction for minimizing threats to the economic security of the state in the conditions of martial law is substantiated.uk_UA
