Анотація
У статті обґрунтовано комплексний методичний інструментарій діагностики потенціалу сталого розвитку промислового комплексу України на основі розрахунку інтегрального показника. Концептуальний підхід базується на синергії чотирьох домінант: економічної, екологічної, соціальної складових, а також ресурсного потенціалу. Сформовано збалансовану систему індикаторів та запропоновано алгоритм їх нормування й адитивної згортки з урахуванням вагових коефіцієнтів, визначених методом аналізу ієрархій. Здійснено практичну апробацію методики на основі статистичних даних промислового сектору України за період 2018–2025 років. Ідентифіковано ключові структурні дисбаланси та деструктивні чинники, викликані макроекономічною нестабільністю та наслідками воєнного стану. Доведено, що формальне зниження екологічного тиску зумовлене деіндустріалізацією, а не технологічною модернізацією. Визначено стратегічні імперативи повоєнного відновлення промисловості на засадах концепцій «Build Back Better» та Індустрії 5.0.
The article substantiates a comprehensive methodological toolkit for diagnosing the sustainable development potential of Ukraine's industrial complex based on the calculation of an integral indicator. The conceptual approach relies on the synergy of four key dominants: economic, environmental, social components, and basic resource potential. A balanced system of 12 indicators has been formed, and an algorithm for their normalization and additive pooling is proposed, using weight coefficients determined by Thomas Saaty’s Analytic Hierarchy Process (AHP). The methodology was empirically tested using macroeconomic data of Ukraine's industrial sector for 2018–2025. The study identifies structural imbalances and destructive factors caused by systemic macroeconomic instability and wartime shocks. It is proved that the formal reduction of environmental pressure is an anomaly caused by structural deindustrialization rather than technological eco-modernization. The article defines strategic imperatives for post-war industrial recovery based on the global concepts of "Build Back Better" and Industry 5.0. It is substantiated that the protracted crisis of human resources, caused by migration shocks and mobilization processes, has led to a deep gender-age asymmetry in the labor market and deprofessionalization of industrial labor, which acts as the main destructor of system stability. Applied mechanisms for reforming the environmental taxation system through the introduction of co-financing instruments for decarbonization (blended finance), as well as the integration of national enterprises into European value chains based on the decisions of the Ukraine Recovery Conference (URC 2026), are proposed. The vectors of restoration of industrial regions by attracting capital from the European Flagship Fund for Reconstruction for the development of high-tech and low-carbon industries are outlined.
