The article substantiates the need to renew the financial support for infrastructure development in Ukraine under the conditions of wartime destruction, limited public resources and large-scale post-war reconstruction. The relevance of the topic is determined by the fact that the restoration of critical, transport, energy, social and municipal infrastructure cannot rely only on traditional budgetary mechanisms, since the demand for capital exceeds the capacity of public finance. The purpose of the article is to define the role of innovative financial instruments in forming a diversified model for financing infrastructure projects in Ukraine. The study is based on a systemic approach, generalization, comparison, structural analysis and logical synthesis, which made it possible to determine the interaction between public funding, private capital and international financial support. The article emphasizes the potential of green and municipal bonds, infrastructure funds, project finance, blended finance, public-private partnership, guarantees and risk-sharing instruments. It is argued that these instruments should be considered not only as additional sources of funding, but also as mechanisms for increasing transparency, reducing investment risks and strengthening investor confidence. The results show that their effective use requires a stable regulatory framework, clear project selection criteria, reliable monitoring of funds and coordination between public authorities, local governments, financial institutions and private investors. Particular attention is paid to the transition from a compensatory model of reconstruction to a development-oriented model focused on modernization, energy efficiency, technological renewal and resilience of infrastructure systems. The practical value of the article lies in the possibility of using its conclusions in shaping state policy on infrastructure financing, preparing investment projects, improving public-private partnership mechanisms and attracting domestic and foreign capital to Ukraine’s reconstruction.
