Анотація
Представлена наукова робота розкриває інноваційні аспекти розмінування територій, постраждалих від російсько-українського збройного конфлікту, досліджені у парадигмі їх комплексного відновлення. Обґрунтовано важливість імплементації інноваційних механізмів до комплексу дій економічного характеру у сфері розмінування, розкрито роль інноваційного фінансування як важливої частини державної політики у сфері національної безпеки України. Проаналізовано сучасні тренди розвитку інноваційного фінансування, визначено його ключові компоненти («продукти»), досліджено доцільність їх впровадження в українську практику в умовах війни та повоєнної трансформації економічної системи України. Наголошено на необхідності впровадження інноваційних інструментів у практику розмінування територій України (спрямованих на результат) у кореляції з економічними, соціальними та екологічними заходами на засадах сталості.
The scientific article goes on to demonstrate the importance of implementing innovative mechanisms into a set of economic measures in the field of demining, and the role of innovative financing as an important part of state policy in the field of national security of Ukraine. The purpose of the present article is to study the role of innovative financing in the process of demining and further restoration of the territories of Ukraine in the conditions of armed conflict and post-war economic transformation. The article employs a range of cognitive methods, encompassing dialectical and hermeneutic philosophical approaches, alongside doctrinal frameworks and general scientific methods of cognition, such as analysis and synthesis, and systemic approaches. The primary conclusions of the research are as follows: firstly, there is an inconsistency between traditional sources of financing and current development trends; secondly, innovative financing is identified as a key approach to demining territories, with the process being focused on the result rather than the process, as is currently the case; thirdly, there is an emphasis on the need for intensified research in the field of innovative financing, primarily by states with significant areas of mined territories (including Ukraine), in order to accelerate the clearance of cities, villages, settlements and territorial communities as a whole and to plan their restoration. The present study identifies an insufficient level of achievement of the practical goals in demining of the Ministry of Economy, Environment and Agriculture of Ukraine for the near future (by 2028). The results, which are of the most practical importance, include ways to implement in Ukrainian practice only those innovative approaches and products that will ensure a close link between demining and sustainable development, with a view to accelerating the socio-economic recovery of demined territories. It is recommended that Ukrainian authorities focus on the implementation of innovative tools in the context of rational land use by placing greater emphasis on ensuring physical safety for users, restoring the social, economic and environmental potential of cleared land plots, and ensuring correlation between demining measures and the provisions of local economic development programmes.
