Анотація
Стаття присвячена проблемам та перспективам впровадження цифрових сервісів в Україні. Досліджено їхню роль у підвищенні ефективності управління, прозорості та доступності послуг. Визначено ключові переваги цифрових сервісів: цілодобова доступність, електронна взаємодія, інтерактивність, персоналізація, автоматизація, прозорість, економія ресурсів, безпека та орієнтованість на користувача. Детально розглянуто розповсюдження та вплив цифрових сервісів у таких секторах, як: електронне урядування (досвід «Дії» в Україні), фінансові послуги, електронна комерція, охорона здоров’я (телемедицина), освіта (дистанційне навчання) та міське управління (концепція «розумних міст»). Підкреслено, що цифрові сервіси не лише модернізують, а й фундаментально змінюють моделі надання й споживання послуг, роблячи їх доступнішими, зручнішими та ефективнішими. Запропоновано практичні рекомендації та стратегічні напрямки для подальшого ефективного впровадження цифрових сервісів в Україні, що охоплюють розбудову цифрової інфраструктури, розвиток електронного урядування, стимулювання цифровізації бізнесу, розвиток цифрової освіти, забезпечення кібербезпеки та впровадження концепції «розумних міст». Метою є підвищення конкурентоспроможності економіки та покращення якості життя громадян України.
This article is devoted to the problems, challenges, and prospects of implementing digital services in Ukraine. The purpose of this study is to explore current global and national trends in digital service development, identify prospects for their effective implementation in Ukraine, considering the challenges of martial law and European integration processes, and formulate scientifically grounded recommendations to accelerate the country's digitalization. The relevance of this research is underscored by the urgent need to define priority areas for digital service development that align with Ukraine’s strategic goals for digitalization, European integration, and the construction of a resilient, innovative economy, especially given the ongoing war which has further catalyzed digitalization, highlighting the critical need for rapid and effective digital solutions to ensure state functionality, economic support, and citizen needs under crisis conditions. The methodology employed in this research involved a comprehensive analysis of contemporary scientific literature and publications on digital transformation. The results demonstrate that digital services are indispensable for enhancing government efficiency, transparency, and accessibility. Key characteristics identified include 24/7 availability, electronic interaction, interactivity, personalization, automation, transparency, resource efficiency, robust security, and user-centric design. The article details the widespread adoption and significant impact of digital services across various sectors: e-governance (exemplified by Ukraine’s «Diya» platform, which places the country among global leaders in e-participation), financial services (online banking), e-commerce (the burgeoning online retail market), healthcare (the expansion of telemedicine), education (the proliferation of distance learning), and urban management (the implementation of «smart city» concepts). The findings highlight that digital services not only modernize but also fundamentally reshape models of service provision and consumption, making them more accessible, convenient, personalized, and efficient for citizens and businesses alike. The practical value of this article lies in its scientifically grounded recommendations and strategic directions for the further effective implementation of digital services in Ukraine.
