dc.description.abstractСтаття присвячена дослідженню міжнародної мобільності висококваліфікованих працівників у контексті пов’язаних між собою явищ як «відтік мізків» та «циркуляція талантів». У процесі дослідження проаналізовано глобальні та регіональні напрями переміщення робочої сили із високим рівнем кваліфікації та освіти та окреслено економічні наслідки для країн-донорів та реципієнтів. Застосовано комплексний методологічний підхід, який базується на кількісному аналізі статистичних даних та якісних кейс-стаді окремих держав. Вказано механізми переходу від «brain drain» до «brain circulation» з основними змінними та потоками. В результаті дослідження встановлено, що розвинена інноваційна інфраструктура країн, сприятливе інституційне середовище та ефективна державна політика залучення та утримання кваліфікованих працівників можуть трансформувати «відтік мізків» у «циркуляцію талантів».
dc.description.abstractThe article delivers an extensive evaluation of highly skilled professionals' international movement by studying the two connected phenomena of brain drain and brain circulation. The research explores the complete economic and social and institutional effects of these migration patterns on both home and host nations through assessments of macroeconomic performance and innovation capacity and human capital development. The research design combines quantitative statistical analysis of data from OECD Talent Attractiveness Indicators and World Bank Development Indicators and UN DESA International Migrant Stock by Education Level and ILO Labour Migration Statistics with qualitative case studies of Canada, Germany, India and Ukraine. The research shows that states demonstrate varying capabilities to convert human capital deficits into sustainable development advantages. The departure of skilled professionals from origin countries results in diminished innovation potential and weakened research environments and decreased productivity which ultimately causes prolonged economic stagnation. Destination countries gain accelerated innovation together with improved global competitiveness and stronger labor market structures from these migration patterns. The study shows that specific policy measures which combine research development funding with diaspora engagement structures and international educational partnerships and return migration incentives enable the transition from brain drain to brain circulation. The transformation enables knowledge exchange between two countries while creating transnational innovation networks that produce multiplier effects which drive GDP growth and technological progress. The research shows that institutional attractiveness together with political stability and robust rule of law and professional fulfillment environment determine the reversal of negative skilled emigration impacts. The study uses empirical data to create policy recommendations which help nations manage their development needs against global talent movement through a strategic framework suitable for both developed and developing economies.
