Анотація
Стаття присвячена дослідженню інвестицій країн-членів Європейського Союзу в економіку України в умовах війни та післявоєнного відновлення. Інвестиційні потоки з ЄС набувають значення одного з ключових механізмів економічної резилієнтності, структурної модернізації та практичної інтеграції України до європейського економічного простору. Стале нарощування інвестицій з ЄС потребує поєднання інституційної гармонізації з acquis communautaire, розвитку механізмів страхування воєнних ризиків, поглиблення макрофінансової стабільності та таргетованої підтримки секторів із найбільшим мультиплікативним ефектом. Показано, що інвестиції країн-членів ЄС можуть стати однією з базових опор післявоєнної реконструкції України за умови посилення правових гарантій, покращення інвестиційного клімату та інтеграції України до внутрішнього ринку ЄС.
The article examines investments of European Union member states in the economy of Ukraine under conditions of war and post-war recovery. The aim of the article is to establish an analytical framework for examining investments by European Union member states in Ukraine’s economy amidst the war and post-war recovery, focusing on their dynamics, instrumental structure, and sectoral priorities. It is substantiated that investment flows from the Eropean Union should be understood not only as a source of capital but also as one of the key mechanisms of economic resilience, structural modernization, and the practical integration of Ukraine into the European economic space. The methodological framework combines a structural and dynamic analysis of foreign direct investment from Eropean Union member states in 2015–2024, an assessment of its instrumental structure, an analysis of the countries of origin of capital, and a typology of sectoral attractiveness under geopolitical shocks. The study shows that Eropean Union foreign direct investment has been highly volatile due to the crises of 2015, 2020, and 2022, yet Eropean Union member states have retained a dominant role in financing the Ukrainian economy. It is revealed that equity instruments prevail in the structure of investment, while the key investor countries include the Netherlands, Cyprus, Luxembourg, France, Austria, and Poland. The article demonstrates that financial and insurance activities and manufacturing constitute the core shock-resistant sectors, whereas agriculture and trade remain cyclical, and energy, information technologies, and the defence sector represent perspectives directions with high growth potential. It is argued that the sustainable expansion of Eropean Union investment requires a combination of institutional harmonization with the acquis communautaire, the development of war-risk insurance mechanisms, deeper macro-financial stability, and targeted support for sectors with the highest multiplier effect. The conclusions show that investments from Eropean Union member states may become one of the core pillars of Ukraine’s post-war reconstruction, provided that legal guarantees are strengthened, the investment climate is improved, and Ukraine’s integration into the Eropean Union internal market is deepened.
