dc.description.abstractУ статті розглянуто стратегічні цілі, завдання, здобутки, проблеми та перспективи розвитку Європейського простору досліджень (2020-2024 рр.). Показано, що чотирма стратегічними цілями розвитку ERA у досліджуваний період стали: надання пріоритетну інвестиціям та реформам; розширення доступу до досліджень високої якості; запровадження результатів R&I в економіку; поглиблення ERA. Схарактеризовано такі аспекти поглиблення ERA, як залучення та збереження талантів, захист європейських цінностей та принципів R&I, відкрита наука, наукова етика та доброчесність, доступність інфраструктури та технологій світового класу, запровадження Європейської рамки компетентностей для дослідників. Визначено пріоритетні кроки, що сприятимуть подальшій інтеграції української науки та вищої освіти в ERA.
dc.description.abstractThe tasks of deepening the development of ERA are primarily due to the growing role of R&I in the green and digital transition in all spheres of society, as well as the need to restore Europian resilience after the Covid-19 crisis. In this context, the priority in the development of ERA is to create an environment for research and innovation that maximises the scale of cooperation within the EU and beyond, promotes the development of the diversity of European talent, provides European researchers with the best possible working conditions and ensures that the excellence achieved by European researchers will benefit both the economy and society as a whole. The creation of new governance structures for the development of ERA (European Committee for Research and Innovation, ERA Forum, European Innovation Council) has led to notable progress in addressing the fragmentation of R&I systems. The Commission initiatives for ERA development have focused on issues such as attracting and retaining talent, protecting European values and R&I principles, open science, research ethics and integrity, gender equality and inclusion, world-class infrastructure and technology, developing the European Competence Framework for Researchers, R&I in university activities, monitoring research and innovation careers, etc. Despite progress in addressing the above challenges, the EU still cannot rely on a fully effective ERA. The barriers that remain in the development of the ERA are as follows: 1) insufficient priority of R&I in state budgets (only five countries meet the 3% norm of GDP for public and private investment in research); 2) insufficient coordination of R&I policy in the field of R&I in the ERA countries; 3) fragmentation of R&I systems and rules at the national level; 4) discrepancies in the organisation and monitoring of the quality of research; 5) administrative burden that interferes with the mobility and career growth of researchers. The above barriers continue to hinder European competitiveness. They are also significant for the integration of Ukrainian science and higher education into the ERA. We believe that the priority steps that will contribute to the integration of Ukrainian science and higher education into ERA are: the development of organisational, financial and monitoring components of R&I in research and education institutions in accordance with pan-European standards; intensifying efforts to retain talent in Ukraine and develop their European mobility; creation of attractive working conditions for researchers, access to world-class infrastructure, introduction of the European Competence Framework for Researchers in the activities of Ukrainian universities.
