dc.description.abstractВ результаті проведеного дослідження проведений ґрунтовний аналіз існуючих підходів до забезпечення стимулювання розвитку виробництва біопалив. Проаналізовано та систематизовано державні механізми стимулювання розвитку біоенергетики. Визначено, що незважаючи на значний аграрний потенціал та наявність рамкового законодавства в Україні, частка біопалив у загальному енергобалансі залишається недостатньою, що гальмує досягнення цілей енергетичної незалежності та виконання європейських зобов'язань. Запропоновано ключові напрями що спрямовані на пріоритезацію інноваційних біопалив другого покоління (2G), повне функціонування ринку біометану (через гарантії походження) та забезпечення довгострокової фіскальної стабільності (податкові преференції, компенсація CAPEX). Імплементація цих заходів, а також критеріїв сталості ЄС, дозволить трансформувати біоенергетику України у конкурентоспроможний і сталий сектор.
dc.description.abstractDespite Ukraine's significant agricultural potential and the existence of a framework law, the share of biofuels in the overall energy balance remains insufficient, which hinders the achievement of energy independence goals and the fulfillment of European obligations. The aim of the article is to comprehensively justify and develop improved mechanisms for stimulating the development of biofuel production in Ukraine, which should be long-term, aligned with European standards, and aimed at diversifying the production of all types of biofuels. It has been determined that a serious imbalance is also observed in the sectoral orientation of the mechanisms: while the development of solid biofuels to replace natural gas in heating has received relatively effective support through targeted government programs and financial compensation, the liquid biofuels sector (bioethanol and biodiesel) has long functioned without a guaranteed domestic market. The research process utilized the following methods: system analysis and generalization to systematize existing state mechanisms for stimulating biofuels in Ukraine; comparative analysis to study the experience of stimulating biofuel production in the European Union based on Directives RED II/RED III; synthesis and the analytical-synthetic method were applied to justify directions for improving mechanisms, which are an integral component of structural changes in the processing sector of the agro-industrial complex. Based on the analysis, key directions have been proposed, focusing on: prioritizing second-generation (2G) innovative biofuels through mandatory sub-targets and differentiated bonuses; the full functioning of the biomethane market (through guarantees of origin); ensuring long-term fiscal stability (tax preferences for 7–10 years) and capital expenditure compensation; and the mandatory implementation of EU Sustainability Criteria for international legitimacy. Implementing these measures will allow Ukraine's bioenergy sector to be transformed into a competitive and sustainable one, which is a strategic imperative for ensuring energy resilience.
