Анотація
Статтю присвячено дослідженню проблеми формування національної системи управління нематеріальними активами в умовах зростання ролі знань, інновацій та інтелектуального капіталу у забезпеченні конкурентоспроможності держави. Метою дослідження є обґрунтування концептуальних засад створення цілісної системи управління нематеріальними активами на національному рівні. Методологічну основу становлять системний та інституційний підходи, а також методи аналізу, узагальнення, систематизації та моделювання. Запропоновано концептуальну модель національної системи управління нематеріальними активами та підхід до організації динамічної петлі стратегічного управління, спрямованої на забезпечення безперервного циклу формування, капіталізації, моніторингу та відтворення нематеріальних активів. Практична цінність результатів полягає у можливості їх використання під час формування державної політики та стратегій інноваційного розвитку.
The article is devoted to the study of the theoretical, methodological, and applied foundations for the formation of a national system for managing intangible assets in the context of the transition to a knowledge economy. The relevance of the topic is driven by the growing role of intellectual capital, digital resources, knowledge, innovation, and other intangible factors in ensuring the long-term competitiveness of states. The purpose of the study is to substantiate the conceptual foundations and develop a model of the national system for managing intangible assets as an institutional basis for the effective formation, utilization, capitalization, and reproduction of the country’s intangible resources. The methodological foundation of the research is based on systemic, institutional, and structural-functional approaches. The study employs methods of theoretical generalization, comparative analysis, systematization, logical modeling, and conceptual design. This has enabled a comprehensive examination of the specifics of intangible asset management at the national level and the identification of directions for improving relevant management mechanisms. The results of the study establish that, in the modern economy, intangible assets are transforming from an auxiliary resource of economic entities into a strategic factor of socio-economic development and the international competitiveness of the state. It is proven that the key constraint on the effective use of existing intellectual, human, and digital potential is the absence of a comprehensive system for the coordination, monitoring, evaluation, and capitalization of intangible assets. A conceptual model of the National System for Managing Intangible Assets is proposed. It is built on the interaction of coordination, regulatory-standardization, financial-institutional, infrastructural, and analytical-prognostic levels. An approach to organizing a dynamic strategic management loop is also proposed, aimed at ensuring a continuous cycle of formation, capitalization, monitoring, and reproduction of intangible assets. The practical value of the obtained results lies in the possibility of applying the proposed provisions in the development of state policy in the field of intangible asset management, the elaboration of strategic documents for innovative development, the creation of a national system for monitoring intellectual capital, as well as the improvement of mechanisms to support innovation activity and the digital transformation of the economy.
