Анотація
У статті розкрито сутність поняття «зовнішньоекономічної безпеки» та ключові аспекти й принципи її забезпечення. Проаналізовано основні положення Стратегії зовнішньополітичної діяльності України, що визначає пріоритети міжнародної взаємодії держави, спрямовані на захист національних інтересів та покращення рівня економічної присутності України на світових ринках. Особливу увагу приділено Стратегії економічної безпеки України до 2025 року, в якій зазначені напрями реалізації пріоритетів національних інтересів та досягнення цілей у сфері забезпечення економічної безпеки, у тому числі її складової – зовнішньоекономічної безпеки. За даними Державної служби статистики України здійснено оцінку рівня зовнішньоекономічної безпеки України за 2019-2024 рр. за індикаторами з Стратегії економічної безпеки України до 2025 року та додатковими показниками такими, як індикатори відкритості економіки та коефіцієнтом покриття імпорту експортом, що дозволило виявити основні тенденції та проблемні аспекти. На основі отриманих результатів було наведено ключові завдання для підвищення рівня зовнішньоекономічної безпеки в умовах повномасштабної війни.
The purpose of the study is to reveal the essence of the concept of «foreign economic security», analyze its principles and key aspects of provision, and assess the current state of Ukraine’s foreign economic security. Today, when security in Ukraine has transformed from a purely theoretical to a very real factor influencing the national economy, the issue of effectively ensuring foreign economic security and its assessment has become particularly relevant. The current conditions of full-scale war require an effective system for protecting national interests in order to ensure the country's stable economic development. The study employed methods of analyzing theoretical sources, legal and regulatory documents, and statistical data using systemic, comparative, and logical analysis, which allowed for a comprehensive assessment of trends and the identification of problematic aspects of the state of foreign economic security under current conditions. Thus, the article reveals the essence of the concept of «foreign economic security» and its principles and key aspects of provision. The main provisions of Strategy of Ukraine’s Foreign Policy Activity, which determine the priorities of the state’s international interaction aimed at protecting national interests and improving Ukraine’s economic presence in global markets, are analyzed. The competitive advantages of Ukraine in the global market are presented, and the negative consequences of accelerated economic recovery after the end of full-scale war are indicated. Special attention is paid to the Economic Security Strategy of Ukraine until 2025, which outlines the directions for implementing national interest priorities and achieving goals in the field of economic security, including its component – foreign economic security. According to the State Statistics Service of Ukraine, an assessment of the level of Ukraine’s foreign economic security for 2019-2024 was carried out using indicators from the Economic Security Strategy of Ukraine until 2025, as well as additional indicators such as economic openness and the import-export coverage ratio, which allowed identifying the main trends and problematic aspects. Based on the results obtained, key tasks were identified to increase the level of foreign economic security in the context of full-scale war.
