dc.description.abstractУ статті обґрунтовано теоретичні та методичні засади формування інструментарію адаптивного управління розвитком аграрних підприємств в умовах нестабільності. Уточнено зміст поняття «інструментарій адаптивного управління» як системно впорядкованої сукупності взаємопов’язаних методів, засобів, важелів, процедур і технологій управлінського впливу, спрямованих на своєчасне виявлення змін, оцінювання їх наслідків, вибір і коригування управлінських рішень. Систематизовано фінансові, виробничо-технологічні, ринково-збутові, логістичні, кадрові, організаційно-управлінські, ризик-орієнтовані та цифрові інструменти. Обґрунтовано критерії їх вибору з урахуванням характеру загроз, терміновості реагування, поточного стану підприємства, ресурсної доступності, масштабу діяльності, рівня адаптаційної спроможності, очікуваної результативності, тривалості ефекту, сумісності та можливості контролю. Запропоновано формування збалансованого портфеля інструментів і багаторівневе оцінювання його результативності за результатами застосування окремих інструментів, змінами у функціональних сферах та загальним впливом на стійкість, гнучкість і конкурентоспроможність аграрного підприємства.
dc.description.abstractThe relevance of the study is determined by the growing instability of agricultural enterprises, the increasing impact of military, financial, logistical, personnel-related, natural and climatic, and market risks, as well as the need to adjust managerial decisions in a timely manner in response to changes in the external and internal environment. The purpose of the article is to provide a theoretical substantiation, systematization, and further development of the methodological foundations for forming a set of adaptive management tools for the development of agricultural enterprises, as well as to determine the criteria for selecting, combining, and evaluating the effectiveness of managerial instruments in the process of ensuring enterprise resilience, flexibility, and competitiveness. The study applies systemic and functional approaches, together with the methods of generalization, comparison, classification, structural and logical analysis, expert assessment, and integral synthesis of the results. The application of these methods made it possible to define adaptive management tools as a systematically structured set of interrelated methods, means, levers, procedures, and managerial technologies aimed at the timely identification of changes, assessment of their consequences, development of alternative courses of action, selection of appropriate decisions, and their subsequent adjustment. The main groups of adaptive management tools were systematized, including financial, production and technological, market and sales, logistical, personnel, organizational and managerial, risk-oriented, and digital instruments. It was established that the effectiveness of their application depends not on the number of instruments used, but on their conformity with the nature of threats, the urgency of response, the current condition of the enterprise, resource availability, the scale and specialization of activities, the level of adaptive capacity, the expected effect, the duration of the outcome, the compatibility of instruments, and the possibility of monitoring. The expediency of forming a balanced portfolio of managerial instruments was substantiated on the principles of functional complementarity, resource balance, temporal coordination, prioritization of critical areas, and the possibility of prompt adjustment. It was proposed to evaluate effectiveness at three interrelated levels: the outcomes of applying an individual instrument, changes in the relevant functional area, and the overall impact of the formed portfolio on the enterprise’s resilience, flexibility, adaptive capacity, and competitiveness.
