dc.description.abstractУ статті запропоновано концепцію оцінювання пролонгованого впливу фінансування вищої освіти на формування людського капіталу. Актуальність теми зумовлена необхідністю урахування відтермінованих ефектів освітніх інвестицій, що проявляються через складні часові та структурні зв’язки. Методичну основу дослідження становить поєднання структурно-функціонального підходу, елементів сценарного аналізу, інструментів панельної регресії, авторегресійних моделей із розподіленими лагами, а також методів мережевого моделювання. Сформовано трикомпонентну систему індикаторів, згруповану за типами зв’язків «фінансування – якість освіти – продуктивність», «фінансування – інноваційна поведінка», «фінансування – соціальна мобільність». Запропонована модель дозволяє фіксувати пролонговані ефекти інвестицій, формувати доказову базу для стратегічного планування та оцінювати ефективність освітніх політик у регіональному вимірі.
dc.description.abstractThe relevance of the topic is determined by the need to improve mechanisms for assessing the long-term impact of higher education funding on human capital formation in conditions of instability, regional disparities, and the outflow of skilled personnel in Ukraine. The lack of a comprehensive system for assessing the long-term effects of educational investments complicates strategic planning and the effective allocation of resources, which underscores the importance of developing scientifically sound analytical tools. The aim of the study is to create a system of indicators to assess the delayed impact of higher education funding on human capital through three key links: economic productivity, innovative behavior, and social mobility. The research methodology is based on a combination of quantitative and qualitative methods, including econometric modeling with distributed lags, panel analysis, network modeling, and scenario forecasting, which allow for time lags of 3 to 25 years and regional specifics to be taken into account. The results include a structured system of indicators covering input parameters of funding, mediating indicators of education quality, innovation infrastructure, social mobility, and output indicators of economic, innovation, and sociocultural effects. The proposed system of indicators integrates all stages of multilevel chains of connection. The system is universal and can be adapted to changing environmental conditions. The system takes into account institutional constraints, such as funding instability and weak integration of HEIs with the economy, ensuring a clear reflection of cause-and-effect relationships. The practical value of the work lies in the creation of adaptive tools for assessing the effectiveness of educational policy, which can be used to justify reforms, in particular the redistribution of funding in favor of peripheral regions, the development of innovative infrastructure, and the scaling up of inclusive programs. The proposed model contributes to the formation of an evidence base for strategic planning aimed at strengthening human capital and socio-economic development in Ukraine in the context of post-war recovery.
