Анотація
У статті розроблені методичні підходи до оцінки сталого розвитку сільських територій з аграрною спеціалізацією для подальшого формування їх інвестиційного потенціалу. Визна- чено, що сталий розвиток сільських територій є ключовим чинником забезпечення соціально- економічної стабільності, продовольчої безпеки та збереження навколишнього природного середовища. Зазначається, що комплекс взаємопов’язаних соціально-економічних факторів ускладнює сталий розвиток сільських територій, які стикається з різноманітними проблемами, пов’язаними як з війною, так і системними проблемами вітчизняної економіки. Розроблено систему показників оцінки сталості розвитку сільських територій які спеціалізуються на виробництві аграрної продукції. Методика включає показники, що характеризують розвиток сільськогосподарського виробництва, соціальної інфраструктури та демографічний стан. Зазначені показники є основою для подальшого розрахунку інтегрального показника сталого розвитку досліджуваної території. На основі запропонованої системи показників було розроблено методику оцінки рівня соціально-економічного розвитку даних територій. Запропонований у роботі методичний підхід є важливим інструментом для ухвалення обґрунтованих управлінських рішень, формування цільових програм підтримки сільських громад. Дана методика може бути використана для моніторингу результатів впроваджених політик у сфері сталого розвитку економіки у цілому та аграрного виробництва зокрема.
The article develops methodological approaches to assessing the sustainable development of rural areas with agricultural specialization for the further formation of their investment potential and adjustment of directions, forms and mechanisms of state support for these territories. It is determined that the sustainable development of rural areas is a key factor in ensuring socio- economic stability, food security and environmental preservation. It is noted that a complex of interrelated socio-economic factors complicates the sustainable development of rural areas, which face various problems related to both war and systemic problems of the domestic economy. A system of indicators for assessing the sustainability of the development of rural areas specializing in the production of agricultural products has been developed. The methodology includes indicators that characterize the development of agricultural production, social infrastructure and demographic status. These indicators are the basis for further calculation of the integral indicator of sustainable development of the studied territory. Based on the proposed system of indicators, a methodology for assessing the level of socio-economic development of these territories has been developed. The methodology proposed in the article for assessing the level of socio-economic development of rural areas with agricultural specialization is necessary for an objective analysis of the current state of these areas, identification of problem areas and determination of the potential for further development. The specified methodology allows for a comprehensive consideration of economic, social and infrastructure factors that affect the quality of life of the population and the efficiency of agricultural production. The approach proposed in the work is an important tool for making informed management decisions, forming targeted programs to support rural communities. The proposed methodology can be used to monitor the results of implemented policies in the field of sustainable development of the economy in general and agricultural production in particular.
