Уроки сучасних освітніх реформ розвинутих англомовних країн: оцінка результатів

Abstract

Проведене автором масштабне дослідження цільових, процесуальних та результативних характеристик стандартоорієнтованих, централізаційно-децентралізаційних, професійно-орієнтованих та ринково-орієнтованих реформ загальної середньої освіти розвинених англомовних країнах (США Велика Британія, Канада, Австралія, Нова Зеландія) у 90-х рр. ХХ − на початку ХХІ ст. дозволило сформулювати цілий ряд уроків масштабних освітніх змін, виклад яких структурований згідно з етапами реформаційного циклу, а саме: 1) визначення цілей та розробка стратегій реформ; 2) запровадження реформ; 3) оцінка результатів реформ В рамках даної статті здійснений аналіз особливостей третього етапу реформаційного циклу, який передбачає оцінку його результатів.

The author conducted a large-scale study of goals, procedural and performance characteristics of standardized, centralized-decentralized, professionally-oriented and market-oriented reforms of secondary education in developed English-speaking countries (USA, UK, Canada, Australia, New Zealand) in the 1990s. XX - at the beginning of the XXI century. The study made it possible to formulate a number of lessons from large-scale educational changes, the presentation of which is structured according to the stages of the reform cycle, namely: 1) the definition of goals and the development of reform strategies; 2) implementation of reforms; 3) evaluation of the results of reforms. In the framework of this article the characteristics of the third stage of the reform cycle, which involves the evaluation of its results - will be described.
