Запропоновано шестиетапний алгоритм, що охоплює формування системи показників, їх нормування, визначення ваг методом аналізу ієрархій, розрахунок інтегрального показника, інтерпретацію та перевірку результатів. Обґрунтовано застосування мультиплікативної згортки, яка запобігає компенсації критично низьких значень окремих показників високими значеннями інших. Узгодженість експертних оцінок перевірено за індексом узгодженості та коефіцієнтом конкордації Кендалла, надійність результатів — аналізом чутливості. Апробація на п’яти типових групах підприємств ІКТ показала, що для малих підприємств і стартапів урахування ефекту «слабких сторін» знижує підсумкову оцінку до критичного рівня. Практичне значення підходу полягає у виявленні найслабшого показника та визначенні пріоритетних управлінських дій для підвищення економічної стійкості.The article develops a scientific-methodical approach to a comprehensive assessment of the level of economic sustainability of enterprises in the information and communication technologies (ICT) industry based on the construction of an algorithm for forming a sequential six-stage process of integral assessment of the economic sustainability of ICT enterprises, namely: defining the goal; forming a system of indicators (financial status, human resources potential, level of technological support, level of cyber resilience, adaptability, and diversification opportunities); reducing multi-level indicators to a single scale from 0 to 1 (normalization); substantiating the importance and influence of each of the weighting factors); developing an integral indicator; interpreting the assessment results. The importance of the directions was determined by the method of pairwise comparisons (the method of hierarchy analysis), while the results of expert assessments were confirmed by special indicators of mutual consistency and expediency of application. The key difference of the proposed methodological approach is the method of complex combination of individual assessments into a general value by applying the multiplication method. The expediency of using multiplicative convolution, which makes it impossible to compensate for critically low values of individual indicators with high values of indicators of the effectiveness of organizational and managerial activities of ICT enterprises, is substantiated. Testing of the scientific and methodological approach on five typical groups of enterprises showed that for small and medium-sized enterprises (startups), taking into account the effect of "weaknesses" reduces the value of the final assessment indicator, thereby indicating a critical level of economic sustainability.
