Доведено, що традиційна логіка фінансування, зорієнтована переважно на утримання мережі установ і продовження історично сформованих видаткових пропорцій, не забезпечує достатньої адресності, гнучкості та вимірюваної результативності соціальних витрат. Запропоновано потребо-результативний підхід до розподілу ресурсів, який поєднує оцінювання соціальних потреб, нормативну вартість послуг, територіальні ризики, спроможність надавачів, цифровий моніторинг і регулярний перегляд бюджетних програм. Обґрунтовано інструменти переходу від фінансування інституцій до фінансування перевіреного соціального результату, зокрема соціальне замовлення, контрактування послуг, резерв кризового реагування, паспорти соціальних послуг та відкриті індикатори ефективності.The article substantiates scientific and practical approaches to improving the mechanisms for allocating financial resources in the social sector of Ukraine. The relevance of the topic is determined by the simultaneous growth of social needs caused by war, forced displacement, demographic vulnerability and damage to social infrastructure, as well as by the limited fiscal space of the state and local budgets. The purpose of the article is to develop a conceptual framework and practical recommendations for shifting the allocation of social expenditures from institution-centred financing to needs-based and results-oriented financing. The research methodology combines a systemic approach, comparative analysis, structural and functional analysis of budget mechanisms, generalization of regulatory and analytical materials, and problem-oriented modelling of financial decision-making in the social sector. The article clarifies the content of financial resource allocation mechanisms as a set of budgetary, institutional, contractual, digital and control procedures that determine how resources are distributed between levels of government, programmes, territories, service providers and final beneficiaries. The obtained results include a proposed needs-and-results allocation model based on five elements: verified assessment of social needs; standardization of service costs; risk-sensitive territorial adjustment; contractual financing of providers regardless of ownership; and regular monitoring of outputs, outcomes and user accessibility. The study proves that the modernization of social resource allocation should be linked to transparent data, measurable indicators, flexible reserves for crisis response, and the gradual development of social contracting and the “money follows the person” principle. Practical value lies in the possibility of using the proposed approach by public authorities, local governments and social service providers when preparing budget requests, designing local social programmes, conducting spending reviews, contracting non-governmental providers and building dashboards for monitoring social expenditures.
