Виявлено, що зловживання чиновниками напівформальними правилами для надання корупційних послуг не позначається на ефективності напівформальних правил. Показано, що експлуатація напівформальних правил для надання корупційних послуг є можливою тільки за умови виконання двох вимог: наявності дискреційних повноважень та наявності надлишкової кількості клієнтів необхідних для виконання вимог відповідних напівформальних правил. Доведено, що мінімізація дискреційних повноважень чиновників всіх рівнів ієрархічної структури бюрократичного апарату, є недоцільною через складність практичної реалізації подібного заходу. В той же час, найбільша ефективність вибіркового обмеження дискреційних повноважень чиновників, спостерігається у випадку обмеження дискреційних повноважень чиновників вищого рівня.It has been determined that the cause of the emergence and spread of both semi-formal rules and corruption is the presence of broad discretionary powers of officials, provided for by ineffective current formal rules. The presence of common causes, in turn, determines both the coexistence of both of them and the presence of their mutual influence. It has been found that the abuse of semi-formal rules by officials to provide corrupt services does not affect the effectiveness of semi-formal rules. The latter is due to the fact that the official who initiates the adoption of semi-formal rules faces a low level of costs of measuring the degree of compliance with the established rules and has the ability to quickly apply sanctions to their violators. It is shown that, unlike other manifestations of corruption, the exploitation of semi-formal rules for the provision of corrupt services is possible only if two main requirements are met: the availability of sufficient discretionary powers of the official of a given level and the availability of an excess number of clients necessary to fulfill the requirements of the relevant semi-formal rules. Which significantly limits the possibilities of the official to provide corrupt services in the case of exploitation of semi-formal rules. It is also shown that the only consequence of the spread of semi-formal corruption is the redistribution of the burden of additional transaction costs of bureaucratic procedures, determined by the relevant semi-formal rules, between clients. It is proven that minimizing the discretionary powers of officials at all levels of the hierarchical structure of the bureaucratic apparatus, as a measure to prevent both of these negative phenomena, is impractical due to the complexity of the practical implementation of such a measure and the reduction of the readiness of the country's administrative system to new challenges not foreseen by the current formal rules.
